2 cyclones outside PH dissipate but Pagasa monitoring LPA


One of two possible tropical cyclones spotted just outside the Philippine area of responsibility has dissipated and will no longer affect the country, according to the state weather bureau in its Wednesday advisory after typhoon Henry (international name: Matmo) exited the country and moved towards Taiwan.
