In May 2012, 314 out of the 415 jails in the country were congested, with a congestion rate of 318 percent, according to data from the Bureau of Jail Management and Penology. Over 600 inmates have been escorted to hospitals as of September this year, according to the Bureau of Jail Management and Penology. Of the total, over 120 inmates or about 18 percent were from the National Capital Region.
