Revilla: Revoke license of doc in sex video

MANILA, Philippines—Calling him a “pervert of the highest order” and a “predator,” Sen. Ramon “Bong” Revilla Jr. Tuesday accused Dr. Hayden Kho of being behind a sex video with a “prominent personality” that was “obviously taken without [her] consent.”

In a rare privilege speech titled “A Doctor’s Perversity,” an enraged Revilla called Kho a few more names and condemned the doctor for committing such an act.

Revilla said he had heard about two other sex videos involving Kho and other women, including a minor.

Kho declined to make a statement to media.

‘Betrayal’

“The acts of the video itself [are] not what I am angry about, but the betrayal of the doctor, [who took] advantage of the trust, confidence and emotions of his girlfriend to get the video and make it available to the public,” said the senator, a former action star before he entered politics.

Revilla named Kho, the boyfriend of cosmetic surgeon to the stars, Dr. Vicki Belo, as being behind the sex video. He did not name the woman with Kho in the sex video but revealed that she was depressed and could not leave her house after the video was uploaded on the Internet.

He said the woman “these past weeks” had been apologizing for the incident.

The senator was apparently referring to actress Katrina Halili who had publicly apologized for having an affair with Kho.

Halili’s complaint

Halili is prepared to file a complaint against Kho in the Senate, according to the actress’ publicist Lolit Solis.

“Katrina was not aware that Hayden had set up a camera,” Solis told the Philippine Daily Inquirer by phone Tuesday.

Kho violated Halili’s trust, as well as those of other women in a series of sex videos circulating on the Net, she said.

“Hayden is a doctor. Patients give him their trust and allow him to touch their bodies. He abused these women. [They] should revoke his license. He should be made to face the consequences of his actions,” Solis said.

The feminist group Gabriela will support Halili, she added.

Revoke his license

Revilla said the video showed Kho’s “bad intentions” as the doctor was shown setting up the camera and had positioned the woman so she would appear in the video.

“I am referring to Dr. Hayden Kho who is a pervert of the highest kind, a predator who has no conscience nor respect for women,” he said.

PRC letter

He added that he had written the Professional Regulatory Commission to revoke the license of Kho and ban him from the practice of medicine “perpetually.”

“He has no right to treat patients just knowing his state of mind … How will you entrust your daughter to such a doctor?” Revilla said.

He also called Kho “crazy,” noting that a person who committed this act was not in his right mind and thus, could even be punished for insanity under the Medical Act.

Bill against perversity

Revilla called for the passage of a law that would punish this kind of perversity.

He said he had a pending bill seeking to punish voyeurism and the [distribution] of sex videos whether it was made with or without the consent of the parties.

The senator called for the punishment of the Internet service provider (ISP) that would give access to lewd videos.

“We can follow the Chinese or Middle Eastern model where all ISPs are required to block online pornography,” he said.

Revilla declined to be interpellated by his colleagues, saying he gave the speech because he felt strongly about the issue.

Kho responsible

Revilla said he had been hearing about the sex video and that someone from the entertainment industry furnished his office a copy.

He said he met the doctor recently when Kho and Belo were together on a flight to the United States.

Revilla said he had found Kho to be “nice” until he saw the sex video.

Even if Kho did not circulate the video, the senator said it was the doctor’s “responsibility” because he was the one who had taken it.

He appealed to Kho’s other victims to come out and file charges. He promised to help in their legal defense against Kho.
