MANILA, Philippines—Only government time, and not taxpayer money, was used in the trip of top police officials to Munich, the officer in charge of the Quezon City Police District (QCPD) said Thursday.
“All travel-related expenses, to include international airfare, meals, and accommodation, were shouldered by Rohde and Schwarz company, and no [Philippine National Police] fund was involved except for ... government time,” Senior Supt. Elmo San Diego said in a statement.
Based on its website, Rohde and Schwarz is an independent group of companies specializing in electronics, and is a leading supplier of solutions in the fields of test and measurement, broadcasting, radio monitoring and radio location as mission-critical radio communications.
Director Geary Barias, QCPD director Senior Supt. Magtanggol Gatdula, district operations chief Senior Supt. Federico Laciste, and District Mobile Force head Senior Supt. Neri Ilagan left for Munich on Tuesday.
San Diego said the trip was “purely an official business in line with the invitation from the office of retired Gen. Horacio Lactao, sergeant at arms of the House of Representatives, to visit and participate in the inspection and observation tour of the facilities of Rohde and Schwarz, an electronics specialist company.”
He said the invitation was coursed through then PNP Director General Avelino Razon.
Lactao, who facilitated the trip, was also part of the group that left for the 11-day trip.
