Suspect in Caloocan murder a city employee

MANILA, Philippines – The prime suspect in the murder of Caloocan City North’s public safety and management traffic chief is an employee of the local government, a police intelligence officer said.
The officer said Eulogio Arellano worked in the market division as market supervisor inspector.
Arellano, who remains at large, allegedly ran over and killed Eufemio Reinoso Jr., 49, officer in charge of the Reformed Department of Public Safety and Traffic Management (RDPSTM) in City Hall North.
Rienoso was conducting anti-colorum operations along Deparo Road in Caloocan North Wednesday morning when the incident happened.
Caloocan City Mayor Enrico Echiverri condemned the killing and directed local police head, Supt. William Macavinta to arrest the suspect immediately.
Police said the suspect had been a city employee for more than 12 years.
Arellano reportedly owned several unregistered vehicles plying the routes of registered public utility vehicles.
The suspect and the victim allegedly had a heated argument the day before the incident because of the traffic chief’s refusal to release the Arellano’s impounded vehicles.
Police said the suspect got angry when the victim insisted that Arellano present proper documents before the impounded vehicles were released.
Witnesses, the police said, overheard the suspect threatening Reinoso with bodily harm if the impounded vehicles were not released.
The police said the suspect could have been blinded by rage when he saw Reinoso’s group conducting another operation near his house.
Earlier, Echiverri said the killing could be politically motivated, as the suspect was allied with some of his political opponents.
