Man arrested for collecting pension of dead GSIS member

MANILA, Philippines ? An employee of the Government Service Insurance System was arrested Wednesday in Pasay City for allegedly using a dead pensioner?s identity to apply and get money through the eCard.

Rogelio Coralles, a social insurance analyst of the GSIS?s pension administration department, was arrested on the basis of a March 5 arrest warrant issued by Judge Pedro de Leon Gutierrez of Pasay City Regional Trial Court Branch 119.

The suspect was allegedly able to withdraw P281,200 from June to August 2007 from the account he set up for Gloria Gabilla, now deceased.

Coralles was arrested the same day by the Pasay City police.

He will be charged with qualified theft through falsification of public documents, a non-bailable offense, and for violating Section 3 of Republic Act 3019, or the Anti-Graft and Corrupt Practices Act.

In a five-page complaint filed before the City Prosecutor?s Office last year, the GSIS alleged that Coralles misappropriated at least P281,200 from the agency?s social insurance fund.

On March 2, 2007, the suspect allegedly ?enrolled? Gabilla, a pensioner who died on April 20, 2006, in the eCard program of the pension fund.

The eCard issued to GSIS members and pensioners has the features of an identification, debit and Automated Teller Machine cards.

Pension payments are deposited monthly in pensioner?s eCard account. The pensioner uses the eCard to withdraw the amount from an ATM.

The complaint alleged that Coralles applied for an eCard after learning that Gabilla had died, but the GSIS had not been informed of it.

The fraud was discovered in July 2007 when the application for funeral benefits of Gabilla?s relatives was turned down because Coralles continued to receive pension payments through the pensioner?s eCard.
