Negros Occ. to get new police chief

BACOLOD CITY, Negros Occidental -- Negros Occidental Governor Isidro Zayco has chosen Senior Superintendent Manuel Backong Felix from a list of nominees as the next Negros Occidental provincial police director to replace Senior Superintendent Rosendo Franco, who will be transferred to a higher position in Metro Manila.
There will be a ceremony for change of command on Monday, Zayco said.
Zayco said he chose Felix because he was highly recommended by a lot of people, including former Negros Occidental police director Leopoldo Bataoil, now commander of the National Capital Region Police Office.
"I told Bataoil I would take his word on Felix as long as his performance is good," Zayco said. "But if the performance of Felix in Negros Occidental is not good, I told Bataoil I will ask that he be replaced," he added.
The 46-year-old Felix, who was born in Baguio City, has headed the Police Information Operation and Research Center and has received numerous awards and medals for his work.
He has a Bachelor of Science degree from the Philippine Military Academy and a Master of Science in Criminology, the degree he obtained from the Metro Manila College.
Felix is married to businesswoman Cecilia Migrace Felix and has three children.
Franco said he would leave Negros Occidental, which he had served for more than two years, with a "sense of fulfillment."
Franco said he did his best in serving Negrenses, who were very supportive of his peace and order campaign, especially former Governor Joseph Marañon and his successor, Isidro Zayco, Vice Governor Emilio Yulo, members of the Sangguniang Panlalawigan (provincial board), as well city and municipal mayors.
Franco said he was grateful for their support and for requesting for an extension of his tour of duty as provincial police director of Negros Occidental.
He also expressed his appreciation for the cooperation of the entire police force of Negros Occidental which, he said, immensely contributed to the accomplishment of his tasks.
Franco completed the required two-year tour of duty as provincial police director of Negros Occidental in September and would assume the position of chief of the directorial staff of the Police Security and Protection Office which is based in Camp
Crame.
The PSPO is tasked to provide security to government officials, visiting dignitaries and private individuals authorized to be given protection.
