Cabuyao massacre victim’s kin disappointed on raps vs police

CALAMBA CITY -- Speaking for the families of the victims in the Rizal Commercial Bank Corp. robbery-slays, the wife of one of the casualties said Thursday that they were disappointed with the recent multiple murder charges filed against the policemen investigating the massacre.

Loreta Pastor, wife of RCBC relations manager Isagani Pastor, said in a phone interview that the turn of events involving the RCBC task force, a special group of policemen formed for the RCBC case, would certainly cause delay in the development of their case.

"It is very disappointing. The arraignment of the suspects was postponed several times. The hearing has yet to begin. And now, there are charges against the task force," Pastor said.

The policemen were supposed to investigate the RCBC case and help give justice to the nine employees of RCBC and its client who were shot dead on May 14 in Cabuyao, Laguna by a group of robbers.

Five of the suspects were killed in an alleged encounter with police authorities.

Three of them were Vivencio Javier, Angelito Malabanan and Rolly Lachica who, according to the Commission on Human Rights, died in a rubout.

On Tuesday, the relatives of the slain suspects filed murder charges with the Department of Justice against 38 policemen, including the Batangas police director.

Pastor said they had no way of knowing if the five suspects were the real perpetrators of the bank crime.

"But, we just hope the case would move faster and the real murderers would emerge," she said.

Pastor said she had not yet lost her trust in the RCBC Task Force.

Senior Superintendent David Quimio, Batangas police director, who will be retiring on Saturday, said they were still waiting for the copy of the complaint against them.

"It is depressing that this is happening when I am about to retire," he told the Philippine Daily Inquirer over the phone.

"Why are they implicating me? I had no direct participation in the encounter," he said.

Quimio maintained that the findings of the CHR were one-sided and that the three suspects were killed in a legitimate shootout.
