PUERTO PRINCESA CITY, Philippines -- The National Bureau of Investigation has filed an attempted rape case against the city chief of police, Lieutenant Colonel Enrique Ancheta, and several other policemen.
Cirene Buezon, 24, who Ancheta earlier ordered arrested for acts of lasciviousness, said the police chief and his men forced him to perform fellatio on one of the policemen during investigation.
Ancheta could not be reached by the Philippine Daily Inquirer for comment. His office said he went on leave.
NBI Palawan chief Onos Mangotara filed the complaint against Ancheta for violation of Republic Act 7438, attempted rape, maltreatment of prisoner and grave threats. The complaint was lodged by Cirene Buezon, 24.
An earlier police report noted that Buezon was arrested by the city government's enforcement arm, the Kilos Agad Action Center (KAAC) for exposing his private parts in public.
According to Buezon, Ancheta punched him several times and threatened to harm him during the investigation which he claimed was done while the police officers were drinking beer.
He claimed that during the investigation, one of the male officers took out his penis and ordered Buezon to put it in his mouth while the officer grabbed his head.
Ancheta is also facing a murder complaint filed by the NBI concerning the death of a robbery suspect inside the police vehicle.
Ancheta had claimed that he shot the victim in self defense and he tried to grab the gun of one of his police officers inside the car.
