MANILA, Philippines---A former Cebu governor and a farmer who claimed to be multi-lingual filed their certificate of candidacies for seats in the senate Sunday.

Emilio Mario Osmeña, who is running under the Promdi party and is known as Mr. Ceboom, said he wanted to impose zero tolerance on crime and prioritize the provinces.

?There is a chance now to move forward and accelerate economic growth. We have to learn how to think out of the box,? said Osmeña, adding, ?How unfair that 30 percent of the country are Cebuanos and yet, there is no Cebuano-speaking in the senado.?

Osmeña told the press that he wanted to teach the Cebuanos what Bicolanos do during elections, which is block voting.

?I?m too old to be an executive but young enough to be in the Senate,? said
Osmeña, who ran and lost the presidency in 1998.

After Osmeña, a man wearing a white shirt and brown pants introduced himself as Mario dela Cruz, a farmer and fisherman from Bulacan.

Dela Cruz claimed to be a graduate of BS Fisheries in the University of the Philippines and boasted that he can speak six languages namely, German, Chinese, Spanish, English, Russian, and Latin.

?If elected, I want to make a law to penalize the Comelec for declaring people as nuisance candidates,? said Dela Cruz.

?I want to give monthly pension to the poor because I?m poor. I want the people to know na nag gagapas lang ako ng damo at kumikita ng 150 pesos [I want the people to know I cut grass and earn 150 pesos],? he added.

When asked how he would fund his campaign, Dela Cruz said, ?Ang laban ko sa mga mayayamang kandidato ay may facebook account ako. I will do my campaign there and I?ll approach foundations to help me.?

Dela Cruz left with the message, ?I really am a poor man but I want to serve our country and our countrymen.?
