MANILA, Philippines – (UPDATE) A perennial candidate for president has filed his bid yet again at the Commission on Elections office in Manila.

Wearing black, Ely Pamatong filed his certificate of candidacy Friday, with his own group of supporters, the Philippine-USA Guerrilla.

Pamatong said he would file a disqualification case against former president Joseph Estrada, who was ousted in 2001 for graft and corruption and is reported to file his candidacy seeking re-election as President.

Comelec should disqualify nuisance candidates to those who are unqualified professional entertainers, he said.

“Estrada is making a mockery of the election process because if allowed to run, any succeeding president could trample the Constitution by simply resigning one week before his term of office ends,” said Pamatong.

Pamatong added that he would file disqualification cases against all candidates who have not presented “respectable and intelligent platforms” of government.

“If people with no money to launch a nationwide campaign are declared nuisance, then with more reason those who have no brains should be viewed as worse than nuisance in the eyes of the law,” said Pamatong.

Pamatong, who became known not for his political ambition but for throwing metal spikes along major thoroughfares in Metro Manila that incurred the ire of motorists years ago, has been repeatedly declared a nuisance candidate by the Comelec.

Since Friday, Comelec legal department has accepted 39 candidacies for president, two for vice president, and 24 for senator.
