THE Talisay City government will monitor the installation of drainage systems and rehabilitation work by land and subdivision developers in the city, following several flooding episodes.
The aim is to prevent destructive floods and address water runoff and siltation as construction continues, said Engr. Christine Homez of the Talisay City Planning and Development Office.
A cease and desist order against Sta. Lucia Realty and Development Corp. remains in effect until its drainage plan is approved and repairs are completed on two barangay roads, Ilang-ilang and sitio Iba.
Homez said her office is also preparing a cease and desist order against Aznar Quarry, which was recommended by the Mines and Geosciences Bureau.
?There is a City Council resolution asking the Mayor (Socrates Fernandez) to issue a cease and desist order to some developers. In response we were requested to evaluate the mitigating measures (of the companies involved),? said Homez.
In Resolution 2009-143 issued in Aug. 18, 2009 the Talisay City Council asked the mayor to ?suspend development operations vertical and horizontal in complex type subdivisions.?
New subdivisions are being built in Talisay by firms like AboitizLand Inc., Crown Communities Philippines Inc., Sta. Lucia Realty and Development Corp. and Filinvest Land Inc.
The order also includes the quarry operation of Aznar Quarry and Boy Trinidad Quarry.
AboitizLand was already able to present its drainage system and proposed mitigating measures, which was approved last September, said Homez.
In Executive Order No. 2009-0029 dated Sept. 11, 2009, Mayor Fernandez noted Sta. Lucia?s ?failure to present their proposed mitigating measures to control the detrimental effects of their development project.?
The order came after 200 families were affected by floods after a heavy downpour that lasted for four hours last Aug. 18, 2009.
Aboitizland is expanding its Kishanta Residential Subdivision in barangays Lagtang and Cadulawan in Talisay City, which will be finished by January or February 2010.
In a separate interview, Sta. Lucia Realty permits and licenses in-charge Engr. Rowena Saavedra said the firm would submit a revised drainage plan next week.
She said a drainage plan was submitted last month but they were asked by city officials to make revisions.
Saavedra said Sta. Lucia has adjusted the drainage system in their project and installed a 48-inch reinforced concrete pipe or culvert from sitio Sta. Catalina to Mananga River.
The Ilang-ilang road still has to be repaired but this project is already in the pipeline, she said.
?There are no more development activities in our area. About 90 percent of the project is complete. We are greening the area and installing electrical wires,? she said.
Meanwhile,Aznar Quarry was recommended to be issued a cease and desist order by the Mines and Geosciences Bureau.
?This was made after some landslides occurred in Talisay. Until their area has been rehabilitated, the recommendation stays,? said acting regional technical director Roger de Dios.
Talisay City Councilor Rodolfo Cabigas said they will review the drainage plans to be submitted by the developers.
