MANILA, Philippines?The Commission on Elections (Comelec) will ?cleanse? the computerized voters? list (CVL) for the 2010 polls by removing multiple voters? records, a spokesman said.

Comelec spokesman James Jimenez noted an en banc resolution stating that the poll body will only recognize latest registration record of a voter who is listed in two or more districts, cities, or municipalities.

?The latest registration of a voter with multiple registrant shall prevail because this is deemed to be more in consonance with the intent of the concerned voter. The voter can vote only in the place of his latest registration,? said Jimenez, quoting the resolution.

After November 3, the Comelec?s IT department will collate and print a list of double or multiple registrants per precinct and per district, municipality and city, including dates of each registration, said Jimenez.

Election officers in places with double or multiple registrants will be furnished with the list, with instructions to inform the board of election officers (BEIs) not to allow multiple registrants to vote in their precincts because they can only vote in the district or municipality where they last registered.

Multiple or double registration occurs if a registered voter intentionally or accidentally registers anew in his new place of residence, without informing the election officer from the place where he is previously enlisted that he is transferring his voter records, said Jimenez.

?A voter whose previous registration record is still active should consult with the election officer. If you find out that you have a double registration, execute an affidavit at the election officer?s office where you are previously registered stating your desire to cancel your registration there,? said Jimenez.

Comelec will publish the CVL in February 2010. Jimenez said the poll body expects at least 47 million registered voters in next year?s presidential elections.
