MANILA, Philippines -- Agencies in charge of the dams in Luzon, such as the National Power Corporation, will be asked by the Senate to explain the release of water, which has apparently caused massive flooding in northern Luzon over the weekend.
Sen. Loren Legarda said on Sunday she would ask agency heads to attend the climate change hearing on Wednesday at the Senate. The committee has been looking into the lessons learned by the government from the deadly storm Ondoy and typhoon Pepeng.
?They have to explain the release of the water from these dams,? Legarda said in a phone interview.
?Let's go beyond the rationale (for the release of the water). Have they warned people before they released it and did they release water in few amounts?? she added.
It will be the second hearing of the Senate committee on climate change chaired by Legarda.
During the first hearing last week, weather experts said that the release of water in Angat dam in Bulacan did not contribute to the flooding in Metro Manila because the water was just confined to the province.
Weather experts also said the heavy flooding in Metro Manila came as a result of the huge volume of rainfall not seen in the last 40 years.
Aside from the heads of agencies running the dams, Legarda earlier said she would invite officials of the Laguna Lake Development Authority to attend the public hearing on Wednesday.
Legarda's call for the dam managers to explain the release of water came as local officials in Pangasinan questioned the sudden release of water from the San Roque dam last Thursday as typhoon Pepeng was battering the region.
Massive landslides and flooding hit northern and Central Luzon last Friday, leaving more than 200 people dead.
