Investigate Mikey Arroyo’s ‘indecent proposal

MANILA, Philippines?(UPDATE) The House ethics committee should investigate the alleged ?indecent proposal? of Representatives Juan Miguel Arroyo and Martin Romualdez to Pangasinan Rep. Jose de Venecia, a lawmaker said Thursday.

Bayan Muna Rep. Teodoro Casino also said he plans to file a resolution with the committee to look into the alleged offer to De Venecia to become House Speaker in exchange for his support of a resolution to convene a constituent assembly to effect charter change.

Casino said this alleged proposal ?undermines the integrity and independence of the Speakership and the House itself.?

Reports quoting De Venecia said that the former Speaker was approached by Arroyo and Romualdo to lead the charter change in exchange for getting back his post now held by Speaker Prospero Nograles.

?If (Pangasinan Rep.) De Venecia?s account is true, Mikey and Martin have a lot of explaining to do,? Casino said in a text message.

?Who are they to offer the Speakership to anyone? Was Mikey doing this in behalf of his mom? Is the Speakership now equivalent to a SARO (Special Allotment Release Order), to be used as a carrot and stick for the President?s bidding? Was Speaker Nograles offered the same thing?? Casino asked.

Amid reports of the continued push for charter change, House leaders maintained that it was too late to push it with only 13 months before the presidential election.

Arroyo has denied making such an offer to De Venecia, saying it was the latter who offered to help. With reports from Leila Salaverria, Philippine Daily Inquirer.
