MANILA, Philippines--Supreme Court Associate Justices Antonio Carpio and Consuelo Ynares-Santiago have inhibited themselves from the panel investigating the leak of an un-promulgated decision that is being cited as the basis for reported moves to impeach Chief Justice Reynato Puno.
Supreme Court spokesman Jose Midas Marquez said Carpio inhibited from the panel because he was mentioned in the complaint filed by Luis Biraogo with the high court.
Biraogo assailed the tribunal for the leak of the decision on the disqualification case against Negros Oriental Representative Jocelyn Limkaichong, who is accused of not being a natural-born Filipino citizen.
Santiago, on the other hand, inhibited from the case on the request of retired associate justice Ruben Reyes.
Reyes is the ponente (author) of the leaked decision.
Marquez said the two will be replaced by Associate Justices Renato Corona and Conchita Carpio-Morales.
Senior Associate Justice Leonardo Quisumbing will remain chairman of the investigating body.
