MANILA, Philippines -- (UPDATE) House Speaker Prospero Nograles dismissed as ?pure speculation? reported moves to oust Chief Justice Reynato Puno as the president of President Gloria Macapagal-Arroyo?s party vowed to oppose any attempts to impeach the Supreme Court head.
Senators Richard Gordon and Francis Escudero, on the other hand, saw the reported plan to impeach Puno as an attack on the whole justice system, not just the chief justice, with Gordon saying it could be an administration ploy to pave the way for the declaration of a revolutionary government if it fails to amend the Constitution.
But Nograles said described as ?ridiculous? any attempt to link the plot to oust Puno to Charter change efforts.
?The rumored impeach move against the Chief Justice is purely speculative and whoever is behind this may unwittingly be engaged in a dangerous political intrigue,? Nograles said in a statement on Monday.
For one, he said, ?there is no complaint.?
He also noted that ?not even a single member? of the House has expressed any inclination to endorse any impeachment complaint against Puno, if one is ever filed.
Nograles appealed to media to be ?more discerning? in reporting the issue, particularly in what he called the attribution of sensitive issues that might result in more harm than good for the country.
?It is quite unfair to attribute such news reports [of the oust Puno plan] to the Palace, to President Gloria Macapagal-Arroyo or even to Kampi [Kabalikat ng Malayang Pilipino, Partner of the Free Filipino],? he said.
In a phone interview, Camarines Sur Representative Luis Villafuerte, president of (Kampi), the party Arroyo founded, said he would oppose any move to oust Puno and would convince colleagues in the party to do the same.
?I am against any move to impeach the Chief Justice. I am opposed to it,? he said. ?I will oppose any move to impeach the Chief of Justice and I will convince my colleagues not to participate in it if ever a complaint is filed.?
The move against Puno was triggered by the alleged non-promulgation of a purported Supreme Court en banc decision upholding the disqualification of Negros Oriental Representative Jocelyn Limkaichong.
But Villafuerte said the allegation raised against Puno is not an impeachable offense.
?There?s no proof anyway. First, there?s no complaint. Second, it?s a mere speculation. Allegations are not evidence,? he pointed out.
In the Senate, Minority Leader Aquilino Pimentel Jr. gave assurances the chamber would not entertain an impeachment case against anyone without proof.
Pimentel also doubted the insinuations Puno deliberately delayed the promulgation of the disqualification case against Limkaichong.
?I am not prepared at this point to condemn Chief Justice Puno. I believe that he is one person who can?t be persuaded by strenuous pressure in order to break the law or make a mockery of justice. It?s not my impression of the man,? the senator said in a separate phone interview.
?If at all, there is some lag in the promulgation of justice?it?s probably due to some technical procedures,? he said.
?In any event, as a member of the Senate, the people should be assured that we will not just take an impeachment [case] without proof,? he said.
Gordon slammed the ?shameless s maneuver? against Puno. ?These people [planning to impeach Puno] are shameless.?
He said the move against Puno and the bribery scandal involving prosecutors of the Department of Justice appeared to belong to one plot intended to destabilize the situation and justify the establishment of a revolutionary movement.
Escudero, chairman of the Senate committee on justice, said in a text message that the plan to oust Puno ?seems to be a deliberate attack on the justice system and not just Chief Justice Puno because, clearly, the resolution mentioned was a unanimous decision of the court.?
He was referring to the supposed Supreme Court resolution nullifying the election of Negros Oriental Representative Jocely Limkaichong.
?Who is behind this and who stands to benefit from this? ? Escudero asked. ?I hope this is not part of a sinister plot to discredit, pressure and influence the [Supreme] Court in anyway.?
