MANILA, Philippines -- The Senate has unanimously adopted on the floor a resolution opposing a move by the House of Representatives to unilaterally propose amendments to the 1987 Constitution.
The resolution was signed by 23 senators, including detained Senator Antonio "Sonny" Trillanes IV.
Presiding officer and Senate President Juan Ponce-Enrile said the approval of the resolution should send a strong signal to the House that it could not propose any amendments to the Constitution without the Senate.
"One can?t dictate from the other so I think it should be clear enough to the House of Representatives that they are not a constituent assembly in anyway," Enrile said.
?If they do that, they will effectively abolish the Senate, which they don?t have the power to do,? he said.
