Leadership change proves PNP ‘dynamic’

Carta vows to participate in any probe

MANILA, Philippines -- Constant change in the leadership of the Philippine National Police (PNP) is proof the organization is a “dynamic” one, Director General Jesus Verzosa said on Thursday.

He said based on his personal experience, PNP officers stay only an average of seven months in any position because of the constant shifting of officers.

Verzosa presided over a simultaneous turnover ceremony in Camp Crame at which seven ranking officers were either promoted or reassigned, following the non-duty status of deputy director general Emmanuel Carta, deputy chief for administration, last Monday.

In a separate interview, Carta said despite being on non-duty status, he would still participate in both the Senate and House investigations into the Moscow controversy.

The new PNP leadership line-up is as follows:
• Deputy Director General Ismael Rafanan, deputy chief for administration
• Deputy Director General Geary Barias, deputy chief for operations
• Director Jefferson Soriano, chief of the PNP directorial staff
• Director Leopoldo Bataoil, chief of the National Capital Region police office (NCRPO)
• Director German Doria, director for police community relations
• Chief Superintendent Sukarno Ikbala, director for human resource and doctrine development
• Senior Superintendent Lina Sarmiento, chief of the police community relations group (PCRG)

“This is an upward movement where seniority of the organization was followed. These people are chosen because of their qualities that they are fit for the job,” Verozsa said amid speculations that the shake-up was as a result of the Moscow controversy involving the PNP delegation to the Interpol Conference.

Despite the short period of time spent by a PNP officer in his position, Verzosa said: “It is now how short the event but how well you performed during that event.”

“Do what is required of you and leave your mark wherever you are assigned,” he told the newly appointed PNP officers.
