De Venecia: ‘A victory of some kind’

MANILA, Philippines -- Former Speaker Jose de Venecia Jr. shook the hand of his son and namesake, Jose "Joey" de Venecia III, after the impeachment complaint against President Gloria Macapagal-Arroyo, which he filed, hurdled its first test at the House of Representatives Tuesday after it was declared sufficient in form.

"This is a victory of some kind," the elder De Venecia said as he and his son posed for the cameras, with each holding a copy of the impeachment complaint.

Members of the justice committee unanimously said the complaint, the fourth against the President in as many years, was found to be sufficient in form.

Members of the minority said the next battle would be how to convince the committee, which is dominated by administration allies, to rule that the complaint was also sufficient in substance so that it could be transmitted to the Senate for trial.

"This means that the complaint is not just a sound of fury, but of substance," De Venecia said.

The justice committee will resume the hearing at 9:30 a.m. Wednesday.
