Gonzalez to CHR: ‘File complaint on Manila Pen arrests’

MANILA, Philippines -- Justice Secretary Raul Gonzalez on Wednesday said the Commission on Human Rights (CHR) has to file a complaint before his department can investigate the arrest of journalists after an attempted military uprising was quelled in November last year.

"A complaint must be filed before us so that we can act. That is under the law," Gonzalez said as he gave assurances that the Department of Justice will immediately act if the CHR forwards its recommendations in the form of a complaint.

On Tuesday, the CHR called the arrests illegal and said security officials could be held liable for human rights violations committed against the journalists, who were briefly detained at Camp Bagong Diwa in Taguig.
