Arroyo eyeing provincemate to head CHEd -- Palace source

MANILA, Philippines -- President Gloria Macapagal-Arroyo has offered the chairmanship of the Commission on Higher Education (CHEd) to a provincemate, a senior Palace official said Thursday.
The official, who asked not to be named as he was not yet authorized to speak on the matter, said Angeles University Foundation chancellor Manuel Angeles was offered the post.
He said Angeles “is very much qualified.”
The post was left vacant when Secretary Romulo Neri was appointed president and administrator of the Social Security System (SSS) and head of the administration's national social welfare program.
Press Secretary Jesus Dureza said he could not confirm the appointment, but added he heard that another person being considered was Western Mindanao State University president Eldigario Gonzales.
Arroyo has always been close to the Angeles family since her father, the late former president Diosdado Macapagal, was chairman of the board of the Angeles university until he died in 1997.
A lawyer by profession, Angeles obtained his Bachelor of Laws at the Ateneo de Manila University and his Master of Laws and Doctor of Philosophy at the University of Santo Tomas.
In September 1999, he was appointed by then president Joseph Estrada as member of the Preparatory Commission on Constitutional Reforms tasked to study the economic provisions of the 1987 Constitution.
Three years ago, he joined a similar group, the Consultative Commission, which was formed by Arroyo to propose amendments to the Charter.
Angeles also served as president and chief executive officer of the Clark Development Corporation, president of the Clark International Airport Corporation, and director of the North Luzon Railways Corporation.
