MANILA, Philippines -- A separate graft complaint has been filed against the president of the Government Service Insurance System (GSIS) and members of the Board of Trustees over the survival funds by government employees before the Office of the Ombudsman.
Miguel Miram, former president of the Parents-Teachers Coalition for Advancement (PTCA), and Luz Pacete, member of the School Association of Parents Anti-Crime (SAPAC), claimed that Garcia, together with board members allegedly violated the anti-graft law and the Revised Penal Code for Usurpation of Legislative Functions.
Members of the Board of trustees are Bernardino Abes, Victor Ablan, Jesse H.T. Andres, Mario Ramirez, Esperanza Ocampo, Reynaldo Palmiery, Alejandro Roces, Jesus Santos and Nita Javier.
The case stemmed from a resolution which the Board of Trustees passed in 2003 that amended Republic Act 8291 or the GSIS Law, particularly the rules on survivorship benefits.
To be qualified for this pension, the amendment raised the number of years of government service from three to 15.
"[The] GSIS Board Resolution is a gross and brazen abuse on the part of Garcia and the Board of Trustees, as it amends a law when they have no such law making powers," complainants said.
