Immigration chief, 4 others accused of pocketing P15M

MANILA, Philippines—An association of Bureau of Immigration employees has asked Justice Secretary Raul Gonzalez to investigate immigration chief Marcelino Libanan and four others for allegedly allowing the illegal entry of 15 Indian nationals.
In a 15-page memorandum addressed to Gonzalez, the Bureau of Immigration Permanent Employees Association (BIPEA) alleged that the 15 Indian nationals paid at least P15 million in exchange for the issuance of three-year multiple entry visas.
The group accused Libanan, Manuel Ferdinand C. Arbas, Clodualdo Penera, lawyers Charo Gonzales and Edgardo Mendoza of being behind the “unlawful” issuance of visas. "Each of the 15 Indian nationals is not qualified to avail the grant of three-year multiple entry visas as not one of them is a senior official of a multinational corporation with operations in the Philippines," according to the BIPEA. Only foreign nationals who are senior officials of multinational firms in the Philippines can avail of the three-year visas.
