Albayalde: Double pay + retraining = better policemen

Better salaries and training will result in better police service, or so a police official hopes.
“Sana magbago na sila,” said Director Oscar Albayalde Monday during the closing ceremony of the retraining program for Caloocan City policemen in Camp Crame in Quezon City.
Members of the Caloocan City police were ordered to undergo retraining following a series of controversies that included the killing of teenagers Kian Lloyd de los Santos and Carl Arnaiz in alleged summary executions during separate operations.
Saying that not all Caloocan policemen were involved in questionable or illegal activities, Albayalde said he was confident that they would be better public servants after their retraining and as the PNP anticipates the doubling of their salaries in 2018.
“Lalo na’t doble na ang sweldo. There’s no reason for them para mangotong o gumawa ng masama,” said Albayalde, director of the National Capital Region Police Office (NCRPO).

The NCRPO chief said the Caloocan City personnel studied modules on human rights, and law and jurisprudence. They also underwent a “spiritual and values enhancement” program as part of their training aimed at “internal cleansing.”
Albayalde said not all who passed the training and would be assigned back to Caloocan.
“Nag-form kami ng committee that would conduct validation and evaluation sa lahat ng mga graduates. Within the week or next week tatapusin natin ang evaluation para malaman kung saan sila maa-assign,” he said.
Of the 1,076 lawmen sent to retrain, 972 policemen passed.
Among the 104 who failed, 29 were recommented to be assigned outside Metro Manila, 41 were told have to undergo another training after getting ratings between 51 and 61, while 32 were assessed to be unfit for service for having a grade of below 50. Two did not join the retraining.
