Did You Know: Educational Decree of 1863

On Dec. 20, 1863, the Educational Decree of 1863 was enacted, creating the Superior Commission of Primary Instruction, predecessor of the Department of Education. The decree also provided for the establishment of at least one primary school for boys and girls in each town under the responsibility of the municipal government. —MARIELLE MEDINA, INQUIRER RESEARCH
