Aquino: All-out justice for 19 dead soldiers

President Benigno Aquino III on Monday declared not an all-out war but “all-out justice” for 19 soldiers massacred last week on Basilan.

The President also announced that his administration would continue with its peace negotiations with the Moro Islamic Liberation Front (MILF), which was set to begin in Malaysia next month.

“We will try to push the negotiations forward to address the roots of the conflict,” he said.

Reading a prepared statement before a national television audience, Mr. Aquino stressed that the target of an “intensified” military operation he had ordered were members of the Abu Sayyaf, not the MILF.

The President said the government had asked for help and was now getting it from the MILF in its bid to arrest the 10 Abu Sayyaf bandits responsible for the killings and now located and “contained” in Payao, Zamboanga Sibugay.

“The mailed fist of the State will be brought to bear upon them so that justice may be served. There is no question the State will find them; the only remaining question is when,” he said.

Mr. Aquino rejected calls for the government to wage an all-out war against the MILF, which had earlier admitted that its men were responsible for the massacre of the 19 Special Forces troops on October 18 in Al-Barka, Basilan.

“We will not pursue all-out war; we will instead pursue all-out justice. All-out war is indiscriminate and borne out of danger. All-out justice is sober and fair; it is based on the rule of law, and leads to lasting peace,” the President said.

He said his decisions on the worst losses the military suffered in years “cannot be borne out of ignorance … but have to be based on facts.”

Explaining his order for intensified operations,  Mr. Aquino said later in news conference that the government was after 10 members of the Abu Sayyaf bandits led by its leader Ibrahim Malat Sulayman and Dan Aswani.

He identified Sulayman as a “notorious criminal wanted for nine counts of murder” while Aswani was an escaped fugitive wanted for the beheading last year of Marine soldiers in Basilan.

The President said this bandit group had been located in Payao, Zamboanga Sibugay, and “in response to the local government unit’s appeal to free them from criminal activities of these individuals, they are now contained—about 150 or so of them—in that area.”

“We’re trying to isolate them from even the others who joined them. But even if that’s not the case and the negotiations for them to leave the area do not happen, we still have to enforce the law and go after the 10. And those who help the 10, they will be guilty of abetting known criminals,” he said.

Mr. Aquino noted that the weekend attacks against the police and military in Zamboanga Sibugay “were diversionary to dilute our efforts at arresting those people who are isolated in Payao.”

He also said that the information he got on the attack that killed five rubber plantation workers “might be related to extortion activities.”

MILF claims

Told that the MILF had stated in its website that the rebel group was responsible for attacking the 19 soldiers in Basilan, the President said he did not view the MILF website as he made clear that there were specific arrest warrants for the 10 Abu Sayyaf bandits.

Asked whether the government would engage the MILF should it coddle the criminals, he said: “We are targeting certain people, those who will block our forces in pursuit of legitimate operations cannot be differentiated from those we are after.”

“We send the message to the MILF that we are not out to get them but if some of their members participate, there is no exemption,” he said.

Mr. Aquino disclosed that actually the MILF was now helping the government in going after the Abu Sayyaf bandits.

“There are ongoing efforts to tell them precisely what our intentions are so there will be no missteps, no doubts—that’s what we’re trying to avoid,” he said.

Asked what the MILF response was, the President said: “I cannot reveal all this to you but there is cooperation already in terms of certain personalities. They will not be a problem in effecting the arrest of the people in the Order of Battle.”

The President said that the military would make sure civilians would be safe from the ongoing operations.

“While it is tempting for the government to join the chorus in calling for blood, we believe that such a course of action is not appropriate at this point. We are not interested in knee-jerk actions that will jeopardize our efforts to address the roots of conflict in the region,” he said.

      D mo ba binasa ung order of battle?, no distinguishing between the abus and those that’ll help em, both will be killed. mabulaklak lang at indirect ang pagkakasabi.

    Parang takot si P-Noy sa MILF , bakit Abu Sayyaf daw ang target ng military at police operation na iniutos niya? Inamin ng ng MILF na mga” sundalo” nito ang may kagagawan ng ambush sa Basilan na kung saan may 19 na sundalo ng Pilipinas ay namatay. Tama lang na habulin din ang mga elentong kriminal ng Abu pero para “linawin” sa isang pahayag ng Presidente na ibang grupo(hindi MILF)) ang target ng response action eh parang Karuwagan ito? The President seems to be afraid to cross the MILF.BAKIT?

      Tanga ka lang kasi at hindi marunong umintindi! Hindi pwedeng sabihin directly na kasama sa i-aassault ang MILF kasi may international ramification un dahil sa peace talks, pero clear na kasama sa order of battle ang MILF

    nung naglunsad ng all out war si Erap laban sa MILF sa Mindanao medyo tumahimik na nun..kaso lang alam natin pinatalsik sya sa pwesto kaya  nung wala na si Erap nagkagulo uli..kaya siguro kung nasa pwesto pa sya baka tuluyan ng matahimik ang Mindanao ngayon dahil wala na yang mga MILF at ABU SAYAF na mga yan.

    All out war will not solve the problem.

    Bomb the hideouts of the bandits but continue negotiation with milf.

    PNoy acted properly and did not succumb to emotional outburst. His emotional
    quotient is high which is a sign of maturity and true strength.

    The milf regained strength during 9 years of corrupt arroyo regime.

    Do you still believe what the MILF is telling you? First, it clearly shows that the so called leaders cannot control their people, second, how sure are you that the orders didn’t come from those leaders themselves?
    Third, hindi pa rin kayo nadadala sa katraiduran ng MILF? Iba ang sinasabi sa harapan kaysa sa talikuran.
    And when did this MILF fight face to face? They always attack at the least time you expect them, but when you started chasing them, they are cowering like rats. This has been going on ever since, they will always ask for peace after attacking and killing people. They knew that you are weak and vulnerable, that’s why they are taking advantage. Wake up and be a Man.

    Let me get this straight from what P-Noy said and did.
    10/19 - Early report was that Dan Asnawi being the 114 Base Commander of MILF and his group slaughtered 19 soldiers in Basilan when the soldiers were trying to serve a warrant of arrest.
    P-Noy said he will not ask MILF to turn over Asnawi.
    Milf admitted on its website that MILF was the one who was responsible for attacking the 19 soldiers.
    10/24 – AFP has demanded MILF to surrender 6 MILF commanders. Dan Asnawi was on the list.
    P-Noy on national tv said intensified operations against ASG led by Dan Aswani and Sulayman.

    So is Dan Asnawi and Dan Aswani the one and same person ?
    If yes he will be leader of ASG and 114 Base Commander of MILF.

    I don´t see any big differences in Filipino minds between the lines “All out War and All out Justice”.Besides,this is very similar to a glass of water filled in half as we called it “Half full or Half empty”.If we capture the bandits alive,then that serves the purpose of All out Justice.BUT do we think using warplanes and guns a form of approaching justice? Or did Abu Sayaf Group understand the word justice by letting them captured?Remember,there are many ways to practice the word “Justice” but any casualties happen using guns will cause misconception leading to an extra judicial killings….”All out War” with the Bandits is the right term! A message easy to understand whether you are rich or poor,with or without knowledge!

    natakot si Pnoy na ma-coup ng militar sa kanyang No all-out war policy kaya nagbago ang isip. nagpapalusot lang kaya na tinawag na “all-out justice”.

      Indeed its a play of words, the initial stand of the government is to actually stay put and not pursue the ambush suspects since they are in the MILF camps. To save face because they already announced a no all-out war and disgust is mounting, they renamed it to “all-out justice” when all the people want is that from the start: justice to those who were murdered which happened to be MILF members and their protectors which is the MILF institution itself.

    What kind of justice, Mr. President? Paper Justice?
    By filing Murder, Homecide or  Massacre. Justice De Lima, please filethe corresponding complaint against these criminals.
    Or Killing Justice?
    As they say, Kill or be Killed or Killing is the answer to the Killers.
