Drug lord admits ordering Ragos to deliver drug money to De Lima

Convicted Chinese drug lord Peter Co on Monday said he ordered National Bureau of Investigation (NBI) Deputy Director General Rafael Ragos to deliver millions of drug payola to Senator Leila De Lima.

During the last day of the House of Representatives inquiry into the proliferation of drugs at the New Bilibid Prison, Co was asked during interpellation about the veracity of Ragos’ testimony that the latter was asked by Co to deliver P5 million to De Lima.

Co’s interpreter told the House justice committee that Co was informed by a certain Hans Tan who has connections with De Lima to deliver the P5 million to the former justice chief.

The interpreter said the P5 million was intended for the “elections.”

“According to Mr. Co, there’s this person named Hans Tan and then he says that he has some connections with De Lima. And then yug P5 million ipinapabigay sa certain named Ragos… for elections po,” the interpeter said.

Ragos in his testimony said he delivered money to De Lima’s bagman, her former driver Ronnie Dayan, at least nine times when he was officer in charge at the Bureau of Corrections.

Ragos said the drug money came from Chinese drug lord Co.

Ragos said the total money amounted to P14.3 million for De Lima, correcting his earlier testimony that he had delivered P10 million.

He said the first two times covering P10 million, or P5 million each delivery, involved him going to the residence of De Lima at her residence in Paranaque.

Ragos said he personally saw Dayan give the bag of money to De Lima.

The rest of the money he only delivered to Dayan, Ragos said.

Ragos said Dayan has a tendency to amass millions of money from the Bilbid drug trade.

“If you know personally know Dayan, grabe po ang kaniyang propensity to amass money. Grabe po siya. hindi siya masatisfy sa aount na binibigay ko. Ganun po siya,” Ragos said.

De Lima was implicated by several inmates as receiving millions of drug kickbacks from Co, convicted robber Herbert Colanggo, and convicted kidnapper Jaybee Sebastian for her senatorial campaign bid.

De Lima’s alleged favored drug lord Sebastian admitted raising P10 million campaign funds for De Lima from the sale of shabu. But Sebastian said it was De Lima’s former security aide Jonel Sanchez, not Dayan, who was De Lima’s bagman.

Dayan was ordered arrested by the House committee after he was cited in contempt for snubbing the congressional investigation.
