TODAY, April 19, is the 37th death anniversary of former Chief Justice Fred Ruiz Castro. Born on Sept. 2, 1914, he was the first military officer with a background in military justice to be appointed to the Supreme Court. He died in 1979. Marielle Medina, Inquirer Research
