TODAY, April 12, is the 89th death anniversary of Chief Justice Victorino Mapa. Born on Feb. 24, 1852, he was first appointed associate justice of the Supreme Court in 1904. He was named chief justice in 1920 by US President William McKinley, the second Filipino to hold the post. Marielle Medina, Inquirer Research
