Former (Manila) Mayor Alfredo Lim and incumbent Mayor Joseph Estrada both have liabilities (pananagutan), but it’s the city council who should be held more accountable since they made the mayors sign and they changed the ordinance that bars the construction of tall buildings in that part of Manila. DMCI is actually the victim in the fight between Lim and Estrada because the company has already spent more than P3 billion (on a project) that is now facing possible termination.—Former Manila Mayor and now Buhay party-list Rep.
