PNP to file raps vs Asian Hospital, Ayala Alabang security officers

The Philippine National Police will file criminal charges against four security officers of the Asian Hospital and Medical Center (AHMC) and Ayala Alabang Village for refusing to cooperate with police officers who are investigating the shooting incident involving Cavite Vice Governor Jolo Revilla.

The police also accused the security officers of “misleading” the authorities.

All four security personnel will face obstruction of justice and disobedience upon a person in authority.

The PNP also lodged administrative complaints last May 5 against the attending physicians of Revilla at the AHMC for not declaring Revilla’s hospital admission to the police.

In a press briefing on Tuesday, Senior Superintendent Bartolome Tobias said the cases against the security guards and their respective security agencies would be filed within the week.

“The security guards refused to cooperate and they misled the investigators. They didn’t tell the truth as to what really happened. The doctors also denied na na-admit si Governor sa Asian Hospital. Sa subdivision naman, they concealed the facts of the case,” he said.

Security guards who will be slapped with criminal charges are Julis Baniago, Dondon Roslinda and Frobel Aloro, all from AHMC; and Jose Torrendon, security coordinator of the Ayala Alabang Village Security Department.

They will be charged for violating professional conduct and ethics of the Implementing Rules and Regulation of Republic Act 5487 or the Private Security Agency Law.

Baniago, Roslinda and Aloro work for the Alarm Security and Investigation Services Inc. agency while Torrendon is a licensed security guard from Bulldog Security Agency. The agencies will be held liable for violating security agency operators’ creed and code of conduct also under RA 5487.

Meanwhile, police asked Dr. Edgar Jaro Mendiola, Dr. Gracita Ybiernas and Dr. Eden Ferrer-Lasala to be charged administratively for violating Section 1 of Presidential Decree No. 169 as amended by Executive Order 212.

“It is their duty to report to the nearest government facility or authority the admission (to the Asian hospital) of (Vice) Governor Revilla for a serious physical injury and they failed to report the (vice) governor’s presence at the Asian Hospital,” Senior Superintendent Allan Nobleza, Muntinlupa Police officer in charge, said.

When investigators went to the Asian Hospital, Nobleza said security guards and information staff denied to the police that Revilla was being treated at the said hospital.

Last February 28, Revilla was rushed to a hospital after sustaining a gunshot wound on his upper chest after he accidentally pulled the trigger of his government-issued .40-Glock pistol.

Tobias said Revilla’s gunshot wound was self-inflicted but declined to give an answer when asked if the case was a suicide attempt.

“It is in the mandate of the PNP to investigate. We are duty-bound to investigate,” Tobias added. TVJ/AC
