Solons enter fray on John Hay

An adminsitration ally in the House of Representatives has filed a resolution calling for an investigation of the alleged mismanagement of a former US rest and recreation base in Baguio City, Camp John Hay.

In a statement, Rep. Winston Castelo called on two committees–bases development and national defense–to investigate claims of lapses on the part of the Bases Conversion and Development Authority (BCDA) that led to a mess in the development contract that the agency had entered into with private firm Camp John Hay Development Corp. (CJHDevco).

In his resolution, Castelo said while CJHDevco built 90 projects in John Hay, including the Camp John Hay Manor Hotel, a golf clubhouse, convention center, log homes and forest cabins, the development was delayed “due to the slow processing by BCDA of the much needed or required permits and licenses.”

Castelo said BCDA failed to deliver a commitment to create a One-Stop Action Center to expedite the issuance of the licenses and permits needed by CJHDevCo.

Earlier, Abakada partylist Rep. Jonathan dela Cruz, a member of the independent minority bloc in the House, criticized the BCDA leadership for mishandling the development of Camp John Hay.
