In its decision, the antigraft court found Arboleda and Gaytano guilty of falsifying the contents of the Report of Inspection and Deliveries to make it appear that actual deliveries of piglets were made in order to facilitate payment for the transaction worth P20,000.

The court said the Ombudsman prosecutors were able to present evidence that no actual deliveries had been made which caused undue injury to the Municiplaity of Looc.
