MANILA, Philippines–Justice Secretary Leila de Lima ordered the transfer of gang leaders in the New Bilibid Prison (NBP) to a disciplinary cell after they failed to surrender the person responsible for Thursday’s explosion that killed an inmate and injured 19 others.

De Lima, who visited the NBP after the incident, gave the gang leaders two hours to surrender the culprit in the grenade blast inside the state penitentiary. After they failed to do so, De Lima also ordered the cancellation of visiting privileges of the inmates until the person behind the blast has been identified and captured.

The explosion occurred 9:55 a.m. in the vicinity of Building 5-D, Barangay Commando, near the detention of convicted drug lord Jaybee Niño Sebastian.
