Moderate to strong winds blowing from the northeast will prevail over Luzon and the eastern section of Visayas and the coastal waters along these areas will be moderate to rough.

Elsewhere, winds will be light to moderate coming from the northeast with slight to moderate seas.

Pagasa said tropical storm Hagupit, a cyclone seen to enter the Philippine area of responsibility (PAR) late Thursday or early Friday, was last observed 2,485 kilometers east of Mindanao.
It packed maximum winds of 75 kilometers per hour and gustiness of up to 90 kph. It is forecast to move west northwest at 25 kph.

It will be named “Ruby” when it enters the PAR.
