Manila’s most wanted criminal arrested

MANILA, Philippines—One of the two policemen charged with robbery and homicide for allegedly shooting a man after taking his gold bracelet in Paco, Manila last year was nabbed by their colleagues on Monday night.

Former Police Officer 1 Reggie Dominguez, assigned with Manila Police District (MPD) Holding and Accounting Section, was arrested by the National Capital Region Police Office (NCRPO) on Monday night.

Dominguez is considered MPD’s number one and NCRP‎O’s third most wanted fugitive.

The arrested suspect is the alleged leader of the Dominguez Robbery Group operating in some areas in Manila frequented by local and foreign tourists.

The arrest warrants served to Dominguez were issued by three separate courts of the Manila Regional Trial Court (RTC) for robbery with extortion, and illegal possession of firearms, and robbery with homicide, a non-bailable offense.

Dominguez is currently detained at a Regional Public Safety Battalion (RPSB) ‎cell in Camp Bagong Diwa.

Before his detention, the robbery leader underwent a medical check-up at a hospital in Taguig City.

Police said Dominguez will be turned over to the court of origin for proper disposition.

Dominguez’ co-accused is PO1 Jamal Lacsaman‎ who used to report to the MPD Headquarters Support Unit.

The killing happened in January 2013 when ‎a man identified as Jose Anda was shot by Dominguez in front of a pawnshop along Pedro Gil Street.

Based on the court testimonies of ‎Anda’s wife Hairo, Jose was waiting outside the pawnshop when Dominguez and Lacsaman got off a motorcycle, approached him, and took his gold bracelet worth P25,000 at gunpoint.

Dominguez shot Jose in the thigh then fled with Lacsaman. The victim died after a week.

The testimony added that one of the people who helped the couple get to the hospital was also victimized by the two policemen.

Dominguez and Lacsaman, as shown in a security camera footage, divested ‎the victim’s necklace worth P17,000.
