Gov’t needs private sector help in war on graft

It takes two to tango.

President Benigno Aquino III on Wednesday said businessmen who had taken the so-called “Integrity Pledge” had no more excuse to take a short cut, offer a bribe, or avoid paying the right tax in dealing with the bureaucracy.

In a speech at the First Integrity Summit between government officials and business leaders, Mr. Aquino said his administration had institutionalized transparency with the appointment of officials with integrity and the full disclosure of projects.

“But instilling a culture of integrity in government is only one aspect of the equation. We must also foster the same culture in the private sector, and this is why what you are doing today is very important,” he said.

After getting signatures on a pledge for integrity, the business leaders presented to Mr. Aquino a Unified Code of Conduct which details how corporate executives and their employees will uphold the highest standards of ethics in their transactions.

“This is the result of more than five months of consultations and meetings,” Edilberto de Jesus, president of the Asian Institute of Management, told the President. “This is a collective effort of the private sector to conduct business with integrity and to signify cooperation with the government to combat corruption.”

The Integrity Initiative is spearheaded by the Makati Business Club and the European Chamber of Commerce. Close to 700 companies have signed the Integrity Pledge. Organizers expect the number to reach 1,000 by the yearend.

Tony Kwok of the Hong Kong Independent Commission Against Corruption said at the summit that the war on corruption should not be left for the government alone. He said private persons and businesses should do their part as well.

“Don’t ask why the government is failing to fight corruption. Ask yourselves. It takes two to tango,” Kwok said.

US trip

Mr. Aquino announced that he was leaving for New York next week to attend the Open Governance Forum upon the invitation of US President Barack Obama.

“I will be proud to tell him as well as the representatives of several other countries, how in the Philippines, the effort for integrity in governance—the effort for creating a transparent relationship between the people and their government—is one that is shared by the government and the private sector,” he said.

Since assuming the presidency, Mr. Aquino has made the campaign against corruption the centerpiece program of his administration.

However, the President has been criticized for hemming and hawing on the long-pending freedom of information bill that seeks full disclosure of government transactions and assures every citizen, with few exceptions, access to public records.

He said that since July 2010, 61 tax evasion and 43 smuggling cases had been filed with claims totaling P26 billion and P54 billion, respectively.  Revenues collected had increased by 13.64 percent year-on-year, he added.

Culture of integrity

Also Wednesday, chief finance officers (CFOs) called on the private sector to help build a culture of integrity.

“It is very possible for a corporation to succeed and to prosper without resorting to corruption,” said Jollibee Foods Corp. CFO Ismael Baysa. “Always try to do the right thing and if you have to walk away from an opportunity in order to avoid corruption, you walk away.”

Solving corruption isn’t the responsibility of the government alone, Baysa told a forum organized by the Economic Journalists Association of the Philippines in partnership with ING Bank and the Financial Executives Institute of the Philippines. “If the private sector doesn’t give corrupt money, nobody will receive corrupt money.”

SM Investments Corp. CFO Jose Sio said: “There’s no way you can cleanse the system if the leader on top is not leading the way. Any organization, in corporate matters, should insist on corporate governance. This has to be enshrined in all organizations to be effective.”

Right track

Baysa and Sio, both winners of the annual search for outstanding CFO by ING-Finex, were asked what advice they would give to CFOs faced with corruption-related dilemma.

Baysa, who worked with Procter & Gamble and Union Bank of the Philippines prior to Jollibee, said he had seen these corporations prosper without resorting to corruption.

“Prosperity and success are possible without corruption even in the midst of a corrupt environment,” he said.

Sio pointed out that the administration’s thrust of improving governance was “on the right track.”

“Let’s set our house in order. Otherwise this will just become a vicious cycle,” Sio said.

    Hindi problema yung negosyante, ang problema yung clerk at department head sa government agency. Inspection na dapat 3 – 5 days lang ay inaabot ng 3 months dahil kung ano-ano ang hinihingi na wala naman sa listahan ng requirements. Tapos gusto pa nila lahat ng gastos eh sagot ng negosyante.

    Dapat isinali dito sa forum ang mga abogado at lalo na ang mga judges. Sila ang tagapagtanggol ng mga corrupt na kahit na nahuli na sa akto ay nakakalusot dahil naman sa corrupt judge.

    Sikapin nyo munang maparusahan ang mga kawatan ng dating namamahala. Ang buong bayan alam na kung sino-sino ang mga ito. Kapag ang mga ito’y nakakulong na, DI NA KAILANGAN pagsabihan pa ang mamamayan at ang nasa gobyerno na kailangang labanan ang corruption. Kung likas talagang magnanakaw, kahit man lang sa takot na makulong ay sapat na seguro upang pigilan ang makakating kamay – kahit isantabi na lang muna ang integridad dahil kahit anong sabihin nyo, doon sa 700 na nangako, hindi kapani-paniwalang lahat ng mga ito ay may integridad pagdating sa pera. PLEDGE seguro maaring mayron ang mga ito, pero integrity, doubtful. Subukan kaya ni PNoy na tanungin ang katabi niya.

    why dont we just have a flat taxation on the gross? and make it a lot simpler so SME businessmen find it easier to understand and comply with.  even if you declare everything hahanapan ka pa rin ng butas ng BIR examiner who usually just spends less than an hour in your premises, gets an ‘urgent’ call, leaves your office and tells you that they will just need a few copies of your docs and after a few weeks you get their official ‘findings’ which invariably contains a number thats through the roof and you’re left with the choice of either running out of capital or ‘negotiating’.

    Tumpak!!! Ang parusa ay kulong habang buhay at bawiin lahat ng mga ninakaw, para di na pamarisan. Sikapin pati ng gobyerno na maalis tayo sa list ng mga corrupt countries. Isipin niyo na lang… bakit maraming kumakapit sa patalim… papaano po dahilan ito ng kahirapan, kailangan gumawa ng mali ang mahirap dahil mamamatay sa gutom… ano naman ang root cause nito?… ang mga ganid at suwapang sa salapi ay di na naligayahan sa nanakaw nila at nakaw pa rin nang nakaw na parang addict na sa pagnanakaw (sa halip na gamitin sa pagpapaunlad ng kabuhayan ang perang ninakaw nila)… ano ang resulta?     CULTURE OF INTEGRITY, what a nice topic for academic discussion! Kudos to whoever was the brainchild of this forum that was attended by CJ Carpio, who is beholden to the bogus Pres. GMA who stolen the much-coveted presidency not only once but twice with the help of his unscrupulous husband FG.    By carefully analyzing the decisions promulgated by Carpio during the turbulent administration of this bogus president, he definitely lost his integrity as a SC Justice. Anyway, that is expected since he previously worked with bogus Pres. GMA at the palace before his appointment at SC as Associate Justice. When will this culture of integrity be backed at the SC?

    We have made strides in our fight against corruption but we have a chief justice who closed his eyes during the GMA administration.

    It is quite easy for these big businesses to say that corruption is also the responsibility of businesses and that if you need to walk away from an opportunity because a bribe is needed, you walk away. However, 70% of all business in the Philippines are small to medium sized enterprises started by small capital entrepreneurs. These businesses CANNOT walk away from an opportunity because their survival depends on these opportunities.
    A system to fight corruption is the SOLE RESPONSIBILITY of the government in that officials who decide the fate of small business, which is the majority of businesses in this country, have all the power over these small entrepreneurs. From business permits to tax collection, the small entrepreneur is in the grasp of these corrupt mayors, collectors, etc. 
    Government needs a swift system for these small businesses to practice a no corruption environment.
    The only system the government offers now is a court system riddled with corruption itself.

    Ang mga corruption sa karaniwang Pilipino ay hindi yung NBN deal, Fertilizer scam o ano man na malaki ang halaga tulad ng milyon at bilyon. Ang kurakot sa maliliit na mamayan ay yung pag naglakad ka ng business permit, kukuha ka ng building permit, tricycle permit, Hawkers permit, nahuli kunyari sa traffic violations at iba pa. Pero ang malakihang  transaksyon, sa mga pulitko lang yan, kasi dito sa atin pwde ka magsalita kahit walang ibidensya. Pero ang mga nangyayari sa city hall o municipio ay talamak. Bakit hindi mo subukan, punta ka ng city hall sabihin mo gusto mong kumuha ng building permit at katakottakot na BUGAW ang kakausap sa iyo. O kaya pasyal ka sa LTO sabihin mo kukuha ng lisensya.

    The First Integrity Summit held in Mariott Hotel last Wednesday ushered by businessmen, most people in the occasion raised eyebrows on the presence of Chief Justice Renato Corona, the midnight appointee of Gloria Arroyo. The thrust of the summit entitled “Culture of Integrity” was tainted by the presence of this guy who seem fit to represent “culture of corruption” instead. Corona is devoid of moral fiber albeit integrity as a guest that spoiled the thrust of the first summit. How pathetic!

    Get back down to earth. To the poor. More than 75% are S.M.E. These are suffering  STILL  from corruption. Government offices and LGUs cant touch big corporations because they have lawyers to follow-up. Poor SMEs cant afford lawyers. They have no way but to bow to the  DEMANDS  of government offices and LGUs. Yes not big amount, but to satisfy the greed. Is that still corruption ???
    Transparecy !!!!  Haha even the Freedom of Information Bill is being set aside by P-Noy after bragging that his government is transparent.

    IF THERE ARE HOLES in tax codes, businessmen takes advantage of it.

    IF GOV’T WORKERS ARE LAZY, businessmen oils the machinery to make it fast.

    IF THEY ARE STOPPED BY TRAFFIC ENFORCER, businessmen bribe them.  Their time is more precious than lining up before lazy, slow government workers to pay their fines.

    IF THEY HAVE FRIENDS&FAMILIES IN GOVERNMENT, they’ll take advantage of their affinity to get away with anything.

    THE ANSWER AGAINST CORRUPTION IS INDIVIDUALISM INSTEAD OF Pakikisama, Bayanihan Spirit. 

    PAKIKISAMA AND BAYANIHAN SPIRIT IS THE ROOT CAUSE OF CORRUPTION.

    Kudos to the private sector who initiated this move! PNoy’s campaign coupled w/ this is a good start. There is hope for this nation as long as this won’t be just a lip service but marked by commitment & sincerity as well! Individual citizens can help restore culture of integrity by saying NO to bribery/fixers/corruption in gov’t services. Lastly, pls. plass the FOI bill!

Indeed – to succeed in this endeavour – there should be a true partnership between govt and private sectors to dismantle years of overindulgence in a decayed system.
