DSWS head hit for favoring friends

A CONCERNED citizen has accused Cebu City’s social welfare chief of favoring her friends over other

suppliers.

The anonymous complainant wrote Councilor Margot Osmeña and disclosed the alleged irregularities involved  in the acquisition of  supplies and packed meals used to serve calamity victims by the DSWS.

The complainant claimed that DSWS head Ester Concha  gave preference to her friends over other qualified suppliers in her official purchases.

The complaint was included in  the agenda of the City Council in its Sept. 25 session.

The City Council  referred the complaint to the Office of the Visayas Ombudsman, the Department of Interior and Local Government (DILG) and the Cebu City Legal Office for action.

Concha denied the allegations against her and said that she would wait for a copy of the letter-complaint before officially answering the allegations. /Chief of Reporter Doris C. Bongcac
