Laborer’s son opts to stay, work in the Philippines

Even this year’s topnotcher in the board licensure exams for nurses agrees: “There are so many of us.”

But still, for Jomel Lapides, 21, this surplus can be turned into a strength—by making it more attractive for new nurses to work in the public health sector, especially in underserved areas in the countryside.

The construction worker’s son emerged No. 1 in the exams conducted in early July by the Professional Regulation Commission (PRC), where 37,513 examinees made the cut out of 78,135. Lapides, who graduated cum laude from the University of the Philippines Manila, topscored with a rating of 88.4 percent.

The achievement, while bringing untold joy to his family who lives in a relocation site in Rodriguez, Rizal province, ushers him into a profession once considered to be a sure ticket to greener pastures abroad but is now overcrowded with the unemployed.

But in an interview a day after the PRC released the exam results, a euphoric and grateful Lapides sounded so sure that he could find his place—and it’s definitely not overseas.

“My family and friends are here,” he said when asked about his job-hunting plans.

Currently earning his pocket money working as a math and science tutor, Lapides said his immediate plan after getting his license would be to apply at state-run Philippine General Hospital (PGH), where he looked after mostly indigent patients during his on-the-job training. “These are the people who really need help,” he said.

A “simple guy” who enjoys reading textbooks and other materials even during the summer break or well in advance before his teachers called for it, Lapides said he had not given much thought to seeking more lucrative employment abroad.

“I’m content with what we have,” he told the Inquirer in an interview on Sunday at the family’s home, an unfinished one-story, two-room affair shared with five people, with a technicolor clothesline dominating the facade, and whose only remarkable piece of furniture was a tall bookshelf containing some 50 nursing books.

Motivation

For as long as his family would have enough to get by, Lapides said, getting a fat paycheck may not necessarily be his motivation and priority.

“[My classmates and I] were exposed to public hospitals and different communities,” Lapides recalled. “Though there are many hospitals, poor patients from the provinces still have to go to PGH (to afford the treatment).”

Lapides agreed with government assessments that the country, after banking on a high demand for nurses abroad, had ended up producing an oversupply of nursing graduates.

As early as 2006, the Philippine Nurses Association said demand for nurses in the United States and United Kingdom, for example, had plunged.

Health Secretary Enrique Ona has also been advising incoming college students to stay out of nursing since more than 200,000 nursing graduates are currently out of work.

Wasted investments

“I agree with the move to cut down the number of nursing schools,” Lapides said. “The students’ investments just get wasted because of lack of job openings. And even if they pass the board exams, if their schools don’t have a good performance record, it would be difficult for them to find employment.”

But he also saw the irony of it all: There are still so many far-flung communities in the country in need of basic health services, so “why not send us to serve there? There are so many of us.”

The UP alumnus also asked the government to look into hospitals that reportedly ask licensed nurses to still pay for their “training.”

“They are qualified and are serving their duty. Why do they have to pay for it?” he wondered aloud.

Tough questions from someone who actually planned to take up civil engineering—not nursing—when he took the UP admission tests. Lack of confidence at the time, he said, made him write down nursing as his “first choice” and engineering as only his second.

By his third year in nursing school, Lapides could already switch to engineering, having met all the requirements. But then he had already grown to love the course and his supportive “batch mates” in UP.

Text ‘joke’

He said he and his batch mates made the otherwise tough course easier by organizing study groups as the board exams drew near.

They had become such a lighthearted but closely knit bunch, Lapides said, that before he personally got confirmation that he topped the tests, his batch mates were already texting him about his feat.

And yet he still laughed it off as just another prank, he said, chuckling. His initial reaction was: “Sabay-sabay nila akong pinagti-tripan (They were all playing a joke on me).”

But the joke turned out to be for real. His summer readings and study group sessions had paid off, and Lapides can now celebrate not only his success but that of his fellow nursing board passers from UP Manila.

“I’m so proud of all of us,” he said, referring to the other 56 examinees from UP, all of whom passed the 2011 exams.

    Congratulations Jomel & all boad passers! I hope the private sector augments the gov’t's. lack of funds by setting up foundations & hire these unemployed nurses to serve the poor in rural areas.

    Lapides is one sterling example of an educated patriot who thinks of his country before his own personal success. Nurses like him should be invited to the Palace for proper recognition of their nationalistic fervor worthy of emulation. Lapides’ choice to stay to serve the poor makes him another Efren Penaflorida.

    Typical UPian thinking. I wouldn’t be surprised. I think many UP graduates don’t mind at all or are not blinded by material things. But unlike, Jomel, the state university remains an educational bastion of scions of well-to-do families in the country. There’s nothing wrong if Jomel can serve, for say, five years at PGH. Then, it’s up to him to decide later. If he wants to stay, I’d prod him to teach, after completing his M.A. in Nursing at his alma mater. Or will anyone sponsor him for a scholarship grant abroad?

    Oftentimes working abroad is not a matter of choice but it is because of lack of jobs for graduates.  As an OFW, I find it more easier to get a job abroad than in Phl where politicians are the one who chose from the applicants to fill up the vacant positions. If you are an opposition, then you got zero chance to land a job in government..

    I think the same is true with most of OFWs…

    Fat pay check is a must for OFW for he leaves his family behind.

    To anyone who does not believe what Jomel stated in this article, then don’t believe it! No one wants you to buy that story. What I see is a man who is willing to serve the Filipinos wholeheartedly. More power to you Jomel and to your fellow UP graduates!

    I would rethink your decision to work here, though. RNs earn just a little a bit above minimum wage here, you know.

    I just don’t want you to get frustrated in the long run.

    NEVER EVER talk against any UP college of nursing graduate especially Jomel Lapides unless:
    1) you personally know him or any UP nurse graduate,
    2) you have actually SERVED for the patients in PGH or NCMH and known how much service they need from us,
    3) you can level with Jomel’s achievements,
    4) you have the same passion as we UP nurses have, and
    5) you know how to use not only your BRAIN but also your HEART!

    Lot of nurses that are out of work and mostly pays for there training. Why not take up engineering or technical courses which are very in demand here and abroad.

    Your concern for the indigent patients is commendable but your family’s welfare should come first. They need to survive, too. It is not immoral to seek a greener pasture. When you are already well-off, you will be in a better position to help the indigents.

    Hi Sir! Wag naman po sana husgahan si Jomel, since you do not know him personally. We, graduates of UP Manila, have been enlightened to the harsh realities our country is facing, especially with regards to our health care delivery and we have been aware of how much our country needs nurses especially in the rural areas. Ibahin mo kami Sir sa mga nurses na kilala ninyo. Iba kami Sir, hindi lang utak pinapagana namin pati puso.

Please don’t generalize people.  You’re making it seem like opting to stay in the Philippines is a bad thing.  C’mon hijo.  Get real.  Not everyone is a generalizing loser like you.

    Sa mga nabasa ko sa mga comments dami pala gusto maging bayani. Nice to hear. First I am not a nurse. The reality is maliit sweldo ng nurse sa pinas and DAMI na nurse. Im lucky maybe im an engr abroad. But I SALUTE the nurses para sa mga sacrifices nila sa pinas.

    Opting to stay may sound so nationalistic, but the truth of the matter is that right now, Joemel has neither the required work experience to work as a nurse abroad nor the financial capability to pursue advanced studies offshore.

    Another truth is that there is an over supply of nurses. Many of them cannot find a nursing job that will enable them to practice their course and financially support themselves. Because of the over supply, many hospitals abuse and exploit them. The fresh graduates are being asked by the hospitals to pay so they can work there, using the pretext of OJT. This is an anomalous practice because nurses have already undergone OJT during their last year of study.

    The “lucky” ones get paid between 100 – 150 pesos a day, often working 10 – 14 hours. Their pay is way below the minimum wage and they suffer in silence because they can be readily replaced from a long list of applicants. The Philippine Nursing Association (PNA) is inutile when it comes to protecting their kind.

    I know from where I speak of – I have a son who finished nursing, works in a hospital that pays him 100 pesos a day, which is not enough even for transportation fare and one meal. I give him additional allowance so he can decently work and serve his patients while he stays in that exploitative hospital to gain experience. A year from now, he will have enough experience to leave for Singapore, the US or the Middle East.

    As for Jomel, I would advise you use your new found fame by finding work in PGH or any government hospital where you will get higher pay because of the salary standardization law. Serve well your patients and gain work experience for yourself.

    Remain open, I repeat, remain open to overseas opportunities if this is the way to improve your lot. You have a responsibility to yourself and your loved ones to improve your status in life, not in a selfish way, but because by improving your lot, you can be of bigger service to others.

    For example, if you become successful and wealthy by working abroad, send back home money to build a small hospital or a big clinic in far-flung areas. You can serve others in a bigger way than it you were to toil all your life as a harrassed nurse in an ill-equipped clinic in the boondocks. The thought may sound idealistic, even romantic, but your service will be limited.

    As to the other 99% of nursing graduates who do not hold the distinction of topping the board exams and will join the rat race to compete for limited slots in hospitals, be ready to face abuse and exploitation, but persevere while you acquire that precious work experience. And when the day comes that you can leave for better pastures abroad, go for yourself, your families and your country.

    Invest back to the Philippines your earnings. Open small businesses here. There are many ways to serve your countrymen than just spend your entire life working as expoited nurses in the Philippines. You have a duty to yourself and your family to improve your lot.

    The salt mines masquerading as hospitals care only for their profits. They will not pay you enough to keep your body and soul together.They know that there is a long list of applicants who can replace you anytime, applicants that they will invariably exploit too.

    Maraming college grads and top board passers na sinasabing “dito na lang ako sa Pinas para makatulong sa bansa”, pero kapag nakaroon na ng pamilya nagbabago na ang pananaw at eto sila kasama ko ngayon dito sa abroad. Jomel, my advise to you is ayos lang na pagsilbihan mo ang Pinas ng tatlo hanggang limang taon, which is yan naman ang dapat kasi iskolar kayo ng bayan and part ng Pinoy taxes ang ipinag-aral sa inyo ng gobierno. After serving your country, GO and Look for a greener pasture. Once you get good money working abroad, comeback to your country and again give back your service to your countrymen.

    Service to Phil is not really a big deal as any Filipino can serve his nation in any one’s capacity.

    For starters and single, maybe the pay is enough but once you have children, then financial problems will likely set in and working abroad is an option.

    For us who invested all our savings in College Assurance Plan and the Professional Assurance Plan end up struggling for our children education. Did our government do something about to help the victims of pre-need firms???

    3 taon kong nakasama ang batch ng mga estudyanteng ito ng College of Nursing. Nakita ko mula sa mga ginawa ang dedikasyon nila na mapabuti ang kalagayan ng mga taong nakakasama nila. Nakasama ko sila sa mga panahon na muntik nang bumigay ang marami sa kanila sa dami ng kailangang gawain para lang masiguradong tama at akma ang gagawin nila para sa mga pasyente nila.

    Naniniwala akong sincere si Jomel sa kanyang plano na maglingkod dito sa bayan kasi malalim ang kanilang karanasan at naging pag-intindi kasama ang kapwa nilang mga Pilipinong may pangangailangan sa serbisyong pangkalusugan. Naniniwala ako sa lalim ng pag-intindi niya at ng kanyang klase sa kanilang mga responsibilidad bilang mga Iskolar ng Bayan para sa Bayan.

    Huwag sana nating maliitin at pangunahan ang mga pangarap ni Jomel. Umasa na lang tayo na matutupad ang plano niyang ito.:)

    Maganda ang hangarin ni Jomel. Sana laging merong ganitong uring pamamahayag ang inquirer araw araw.  Malaki ang nagagawa ng press sa pag iisip ng mga tao. Kung lagi nilang pagtutuunan ng pansin ang walang hintong imbetigasyon ng pangungurakot habang patuloy ang iba, walang makikita ang ibang kabataan kundi ang umalis sa ating bansa.

    Sana maraming Jomel ang umusbong at sana maintindihan ng ating gobyerno kung gaano kamahal ang magpa-aral samantalang ang pasweldo ay wala.  Sa Pilipinas lang ata ako nakakita na magbabayad ka para makakuha ng volunteer experience. Alam kasi ng mga mapagsamantalang may-ari ng mga hospital na gagamitin mo ang experience sa ospital nila para mag abroad.  Halang ang kaluluwa ng sino mang tao na mag-isip ng ganito.

    Ayusin mo yan Noynoy, pagtuunan mo ng pansin ang mga tao na tulad ni Jomel dahil ang mga tulad nya ang dapat mamuno ng bansa natin sa mga sumusunod na panahon.

As if naman to mga nurses(kahit UP ka pa), kaya nga dami kuha sa course na yan dahil target ay US, Europe… Pero the reality is sa Super DAMI nila, dami na din tambay at madami registered nurses pero not related sa course yung work.. Of course hindi muna yan mag iisip to go abroad kakapasa lang ng board (not qualified) ZERO EXPERIENCE at wala US VISA.

Not all people think the way you do, so stop generalizing your narrow-mindedly-conceived thoughts to everyone. What comes out a person’s mouth defines a person; maybe you are internalizing things and attributing your own insecurities and guilt to others. And for your information, nurses who are talented enough have a lot in store for them, be it in any field, be it related or not that much with nursing, and besides, nurses are supposedly trained to become versatile. And we have had enough of experiences, so much to have us understand the real meaning of our healthcare scenario and opt to be of service to our people, and so much more than what you have had I think, judging from your reactions.     Thanks to all your comments, I appreciate it. Though, there are just these some people who totally got lost and in the process condescended themselves. I never said that being an OFW or a worker here in the country is better than the other. I salute all OFWs who helped in their own ways; they really deserve to be called the “new heroes”, so as those working here. But then again, it is my opinion, so please, do understand. And my plans now are my plans now and in some few years; I never plan too much ahead of time. Who am I to know until when my life is? And thanks for your concern for my family; I know what to do and how to do it, and I assure you I won’t let them suffer; they are my family after all. We have been together through thick-and-thin; I believe we experienced hardships enough and have endured them, and we will continue facing them. Meanwhile, please stop making personal attacks; you can phrase your opinions in a way that facilitates a good argument, but not in a way that appeals to a fallacious manner. True, I may be idealistic, but that is totally normal at my age, I’m just 20. God bless!

As if naman to mga nurses(kahit UP ka pa), kaya nga dami kuha sa course na yan dahil target ay US, Europe… Pero the reality is sa Super DAMI nila, dami na din tambay at madami registered nurses pero not related sa course yung work.. Of course hindi muna yan mag iisip to go abroad kakapasa lang ng board (not qualified) ZERO EXPERIENCE at wala US VISA.

    What’s really important in life is happiness. If someone’s happy working abroad to get better pay, then so be it. If someone is happy cultivating potatoes in Europe to buy a BMW and show it off as a balikbayan, then let him be. If someone is happy in getting a lot of money from scrubbing toilets in the US, then so be it. If Jomel Lapides is happy serving our less fortunate kababayans in the simplest and noblest way, then so be it. I salute him for being self-less and humble. Our country needs more people like him :)

    I don´t think it´s a good idea to cut number of nursing schools and even students.Philippines is a tropical country and have so many tropical deseases.Imagine our situation like now that we hit a lot of morbidity and mortality cases of Dengue with almost 4 patient/Bed?I beg to disagree.It will be better if our government will concentrate in Public Health or Community Health by making an active program to lessen pressure at secondary and tertiary level….Isipin mo,4 patient/ Bed na,then they will cut the number of Nurse in our country eh di naman ata tama yan? Why they didn´t cut number of students taking Law to lessen corruption? How about that? Sorry to say but that desease called “Corruptis”cannot control instead it´s already epidemic in our country.

    Congrats Jomel! I don’t know you that well pero I’ve always seen you as this down to earth but highly competent and intelligent schoolmate. You were my bet to top the boards and I’m glad you did. You deserve this top spot. :) It’s understandable that some people might find it hard to believe that youre choosing to stay given your credentials pero it’s only because they havent really encountered such persons  yet. kahit ako, we dont share the same goals in life pero i respect your vision all the more because i know firsthand how much more difficult life would be if i should choose to stay. despite that, i believe that you really can do it and become successful even here. and if you change your mind, who are we to judge you anyway?     The problem lies not in the government. The problem lies in people like you — narrow minded and possessed with crab mentality. Stop blaming the government for every problem you encounter! There is corruption, yes. Even in other countries, there is corruption. The question is — what did YOU, as a FILIPINO CITIZEN, do about it? Stay here in the internet and blab at how the government rots with corruption, blame the government for not giving you food to eat, or blame other people?!

    The topic here is about the success of a young man who has sincere dreams of serving his country and helping his fellowmen. Why shatter his dreams with all of your opinions regarding corruption in the government, low salary, etc? A true professional does not seek to gain profit from his art; profit comes second only to service. And I can say this young man here is a true professional.

    Just support this man in his decision. And being a graduate of UP, do you think he does not know the consequences of his decision yet? Either way, when he seeks greener pastures or chooses to stay and serve even after four or five years, you would always have something to say. So if you have nothing better to say, shut up. Your words indicate how mature you are.

    Congrats to this brilliant young guy… i  like his statement why do RNs pay the institutions for training… RN are professionals and they should be paid as nurses not  VICTIMS of those greedy hospitals parang patay gutom at mapagsamantalang hospitals. Shame shame shame!  Dapat eto ang asikasuhin din ni P-Noy close those hospitals or fine those hospitals who charge fees for new RNs to be on their staff as “trainees”. Mga hospital admins mahiya naman kau…professionals din kau… dapat wag nyo pagsamantalahan mga RNs na wala pa working experience.  No wonder why madami pumupunta sa abroad kc ganyan ang mga walang hyang hospitals na yan! 

    As to the statement of Lapides na nde xa mag a-abroad, ewan ko lang …sounds like  Miss Universe contestant answers to the questions..
