MANILA, Philippines—Senator Franklin Drilon was elected as the new Senate President Monday when the 16th Congress formally opened.

Drilon, who replaced Senator Juan Ponce Enrile, will open the joint session of Congress in the House of Representatives where President Benigno Aquino III will deliver his annual report to the nation.

Drilon, who will lead the Senate for the third time, garnered 17 votes while six senators chose Enrile.

Senator Juan Egardo Angara nominated Drilon, citing his experience in leading the Senate as well as its Blue Ribbon, Justice, and Finance committees.

Senator Grace Poe-Lamanzares also nominated Drilon.

Senator Nancy Binay nominated Enrile, a move seconded by Senator JV Ejercito.

During the voting, Enrile cast his vote for Drilon.
