NAVOTAS CITY, Philippines—The little city of Navotas became one of the first if not the first local government unit to call the winners in the 2013 elections, with the Tiangcos retaining power in this coastal Metro Manila City.

At around 2 a.m. Tuesday, the Navotas City Board of Canvassers, led by Navotas Comelec chairman Shiela Rojas-Rafanan, announced that it had finished canvassing all votes from all the precincts in the city.
