PH buying 2 brand-new warships

The Philippines is getting two brand-new frigates as part of the modernization program of the Armed Forces of the Philippines, Defense Undersecretary Fernando Manalo said on Monday.

He told reporters that the Department of National Defense (DND) had earmarked P18 billion for the purchase of the two vessels through a public bidding. He said a number of countries, including South Korea, Spain and Singapore, would participate in the bidding.

Manalo also disclosed that the DND had been negotiating for a government-to-government acquisition of 12 jet fighters from South Korea.

He said the DND had decided to scrap previous plans to acquire refurbished frigates since secondhand vessels would be more costly to maintain. He said the DND had allocated P9 billion for each frigate, or fast warship.

“The purchase of the frigates has been in the pipeline,” Manalo said.  “We are just waiting for the Navy to submit their ‘decision package.’ After that, we will review it and issue an acquisition decision memorandum signed by (Defense) Secretary Voltaire Gazmin,” he said.

Manalo said the process could take a week. “After that, we’ll schedule one or two prebid conferences.”

“We originally wanted to buy secondhand frigates but then we realized that it would be expensive in the long run if we are going to buy secondhand,” he added.

He noted that older ships required more maintenance repairs compared to new vessels. He said the DND had previously approved P6 billion for each refurbished frigate.

The Philippine Navy has only one battleship, the 48-year-old Hamilton-class cutter BRP Gregorio del Pilar, which the Philippines acquired from the United States in 2011.

A second warship, the BRP Ramon Alcaraz, would finally sail to the Philippines in June after undergoing repairs in Charleston, South Carolina.

The Navy earlier said the Alcaraz, a 45-year-old frigate, was expected to arrive this month.

The Hamilton-class cutter was acquired for P450 million by the AFP from the US Coast Guard on May 22, 2012, as part of the US government’s military assistance program for the Philippines.

In his State of the Nation Address last year, President Aquino announced that the Alcaraz would arrive from the United States in January 2013 as part of the much-needed AFP upgrade.

“We are not sending paper boats out to the sea. Now, our 36,000 kilometers of coastline will be patrolled by more modern ships,” the President then said, referring to the decades-old vessel, which the US Coast Guard decommissioned on March 30, 2012.

Formerly known as USCGC Dallas, the AFP’s second frigate was named after the late Commodore Ramon Alcaraz, a World War II hero who commanded the Q-boat Abra, which shot down three Japanese aircraft.

Like its sister ship, the Alcaraz was classified as a high-endurance cutter built in 1968.

        They are meant to defend our territorial waters. Patrol are always armed. You cannot patrol without being armed,what will you do when someone intrudes and armed,just stare at them? :-)

        Patrol boats ARE always armed BUT lightly armed, they are not meant to carry heavy weapons, if confrronted they are supposed to callo in heavier weaponry to confront the better armed vessel, that is why they are supposed to be light and fast, in South Africa, where I am from, our navy had approximately 20 INSHORE / LITTORAL PATROL BOATS, which were only armed with twin .50 cal machine guns, but were capable of speeds in excess of 45knots, NOTHING could outrun them, and being Catamaran hulled, 10 metre boats,they were VERY stable gun platforms, we first used 2 BMW outboard engines, but later concerted to twin Z drive inboard/outboard BMW engines. THIS is what is needed here for patrolling, they carried a crew of 4, and being very shallow draught could get right close inshore, AND they operated in all weathers, not being called back to port in rough conditions.

      They are still being built, and because they Japanese Government has to allocate money for that process, it is a time consuming process, in any case they were only supposed to start delivery of them in 2014, as I said in an earlier post, large orders or size vessels take time to manufacture, one does not just ” snap their fingers” and expect them to suddenly appear.

      They purchase of large warships, and Fighter planes are not something you can go and buy ,like in a shop, there are many things which need to be discussed, before even starting to build them,and a large ship like a frigate, etc, takes about a year to build, aircraft are similar, because they need to know what weapons suite to install, etc, etc, so it is a time consuming process

    I don’t know if this is a good idea. Not saying these things are cheap either but the whole shift of the super powers is to space based and weather weapons, very little troop use if at all. Conventional war and its weapons are OBSOLETE. How fast can a bangka move compared to a high altitude space soaring laser or microwave wep?? I don’t know man, sounds like we’re buying old toys..

      Since the Philippines can’t afford $2 billion dollar drones and $4 billion aircraft carriers…they have to start somewhere….it doesn’t happen overnight. You have to start small then if the country continues on its developing path, you can purchase more pricey equipment. I live close to the largest naval yard in the US and they continue to update their warships, aircraft carriers and destroyers..they are not obsolete. Drones are more for reconnaissance and for targeting individuals..they are not meant for an all out war.

        I agree on the “start somewhere” idea and interesting you live next to naval yard. Alameda maybe? Norfolk? Granted they are still working on those old ships but the U.S. has moved on really and most likely keep those SRF’s because they already have them. I guess my point is, with today’s warfare scenarios, a battle ship seems too archaic. There must be something better to purchase with the money. The drones they do have may look like they can target individuals, but then the weaponry they can place on them, much of which we have not seen, they can take out larger targets with a drone. From the other posters on this thread, the idea that these ships are basically useless and slow seems to be well taken. The next war won’t be troop based. It will be starwars. I would hate to see buying technology that would be a drain economically and out of touch with today. One well aimed missile and there goes that one ship and all the troops on it. The U.S. is putting lasers on their ships. That would take out an incoming missile. If war ships are needed, make sure the weapons on them are up to date otherwise pack up and go home. Wanting to build up is one thing, but out of time out of dough is the wrong start by today’s standards. Would never be able to really defend for anything than a show of force to a fishing boat illegal fishing. Go up against China’s military, forget it. A day late and a dollar short does not fly at all. I would think that had the U.S. considered the Philippines as staunch, strategic allies, it would’ve helped build up the military out of its own pocket decades ago the same way it does other areas. For some reason luck was not with the Philippines in this area.

        You could not buy the new aircraft carriers for $4 billion the new ones are 15 to 16 billion. Cruzers are also more than $2 billion now.

      fiscal budget, japan parliament must approve the budget first then allow some agency to funnel it thru some private builders. its 4.2 billion peso per ship and they plan to give 10. will take some time so we get what we can now

        @33sam, use your savvy buddy, if you are an island nation, Warships will always play a part in your defense of your country, all the weaponry you mention is, not even a reality yet even among the super powers, they are still in the concept stage, so how long to you think it is going to take, to become a reality, and with all the corrupt politicians skimming off the cream, how do you think this country will afford it??

        The world cannot afford to go Nuclear, it would end up destroying itself, wars will still be fought with conventional weapons, why do you think there is a Nuclear Non-proliferation Pact in Place?

        Its because all the world KNOWS the danger which will result if any nation uses Nuclear weaponry.

        Hear ya bud. It needs to be more than just two boats though and with modern anti-missile weapons, lasers, at least placed on them if we have to go that route. I hate to be a pessimist but these days are the wrong days to be behind in weaponry. After Little Boy, the playing field changed drastically. We’d be basically throwing bones at the monolith. As far as nuclear goes, I’m afraid that those that would put that in place are prepared in advance with shelters to survive it for decades without needing to surface. They would not honor any agreements made. It would fall to the rest of us to take them to task about any agreements and I’m sure they already took into consideration that because they feel they are too big to fail, that before we could find them to ask them about it, we’d have to be somewhat intact as a civilization in order to do it.

      Before you comment, you need to learn the difference between, a Patrol boat, a Cutter, a corvette, a frigate, a destroyer, a Cruiser, a battleship, and all of their functions and capabilities, when you have learned all this, you will understand the differences.

    This is good. Part of being a growing, developing country is developing national defense. The Philippines should amass enough military equipment to at least defend from small scrimmages.         Going to war over Sabah for the Sultanate of Sulu will never happen if I have my ‘rathers’. I would rather opt for the status quo with a little tweak of bigger rental fee for the descendants of the Sultanate of Sulu and a demonstration of real respect to them. Maybe by giving them an honorary Malaysian citizenship making them eligible for double citizenship of both the Philippines and Malaysia. The Philippines will need an ally like Malaysia in both countries defense against the encroaching Chinese communist empire. A Southeast Asian alliance of nations around the West Philippine/ South China Sea supported by the rest of the peace loving nations of the world will have a better chance of stopping China’s expansionist tendency thru peaceful and meaningful dialogue/agreement. Separately, we do not a have a chance to to keep China out of our backyard or our legal rights to our E.E. Zone surrounding our country.

    This is a good start. The Phil. Navy and the AFP for that matter, really needs to get its act together and modernize. We also need to purchase surface to air missles. More importantly, we need to develop our research/development capabilities so we can start making our own weapons instead of buying from other countries.

      the ship that was sold to us was mothballed for several years and they were getting ready to scrap it, and as part of the United states promised to helped the department of defense of the Philippines they decided to sell the ship for a mere 450 million pesos…

      Japan proposed 10 (132 foot) patrol boats and this ships will be provided to PH within 18 months according to news. The talks between JPN-PH started at Jan 11, 2013. April pa lang po, may 18 months na po ba ang nakalipas?

      As far as i read the news about it, it is still an ongoing deal. By the way it is a coast guard ship so iba pa ito dun sa 2 new frigates na bibilhin ng government for the PH Navy. Baka ang sinasabi sa balita na na cancel is yung Maestrale class frigate from italy. Which is okay kasi nagsimula yung serbisyo nung ship nuong 1982

    Ang tanong ko naman dito is anong magagawa ng edukasyon kung nasakop kana ng ibang bansa? Sa edukasyon na hindi naman ginagamit sa tama ng ibang mga kabataan ngayon tulad ng Kabataan Party list na nanira ng chairs and blackboard sa PUP. Dapat ba talagang pondohan ang mga “eskolar ng bayan” na ganito ang paguugali na mga bayolente?

    Hindi na tayo natuto sa sarili nating history. Parating kinaliligtaan ang modernisasyon ng sundalo bagkus ninanakawan pa ng mga tiwali.

    Mabuti na lang seryoso ang DND chief ngayon at ang pangulo sa pagupgrade ng AFP unlike the past administrations. Ako bilang isang OFW saludo ako at suportado ko ang desisyon ng Pnoy admin at DND.

    The BRP Gregorio del Pilar is no battleship. Its a cutter, just like this article says. It can scare fishing boats away but even the smallest Chinese Navy ship can defeat it easily.

      Well LCS are usually used to combat drug smuggling, human trafficking and illegal type of fishing like trawling and maritime surveillance. It is also used for Search and Rescue. I doubt that a small chinese fishing boat can beat it.

        Okay, the BRP del Pilar only has 1 main gun and a few machine guns; while almost all Chinese Navy boats have anti-ship missiles on board. The del Pilar has no CIWS to defend from such missiles. Clearer now?

Ang DND sa pakikipag tulungan ng DOST, DOTC, DOE ay dapat na lumikha ng bagong ahensya na specifically mananaliksik lamang at nakatuon sa pag-unlad ng agham at teknolohiya ng hukbong Pilipinas. Katulad ng DARPA (Defense Advance Research Projects Agency) ng US DND na responsable sa pag-unlad ng bagong teknolohiya na gagamitin para sa hukbo.Kailangan ng bansa magkaron ng programang ganito na mananaliksik ng mga importanteng teknolohiya, katulad ng radar, sistemang pang giya ng mga malalakas na pampasabog laban sa mga eroplano, submarino o barkong pandigma ng tsina. Kailangan din nating mag saliksik ng makinang panghimpapawid o pang tubig an matatawag nating gawa ng Pilipino at bomba na katulad ng missiles at rockets.

    Ipadala natin ang ating mga siyentipiko or merong pangako na maging kapaki-pakinabang sa kapakanan ng ating bansa, katulad ng mga namumuo ng DOST, Opisyales ng militar na merong abilidad sa teknolohiya, o mga guro na mananliksik ng pang gobyernong unibersidad sa US, Japan , Korea o sa India para pag-aralan ang mga teknolohiyang ibig nating palakasin.
    Nung panahon ni Marcos, marami siyang pinadala sa India para mag-aral ng inhenyerong nuklear at mga technicians, now ang mga taong ito ay nawala at ang kanilang abilidad ay hindi naisalin sa ating know how ability bilang isang nasyon, bagkus ay nagkaroon pa ng brain drain… sayang, maraming nasayang sa effort natin upang lumakas sa teknolohiya pero hindi pa huli ang lahat. Sana ang mga siyentipiko at ang ating gobyerno ay masimulan ang pagaayos ng ating teknolohiya.

    sana pagtuunan natin ng pansin ang ground-launched air and naval defense systems by Raytheon maker of AMRAAM missiles, sa five-missile carrier na inilagay lamang sa M1097 Humvee known as the SLAMRAAM (Surface Launched (SL) and AMRAAM). They receive their initial guidance information from a radar not mounted on the vehicle. Since the missile is launched without the benefit of an aircraft’s speed or high altitude, its range is considerably shorter. Raytheon is currently marketing an SL-AMRAAM EX, purported to be an extended range AMRAAM and bearing a resemblance to the ESSM (Evolved Sea Sparrow Missile).

    AMRAAM=Advanced Medium Range Air To Air Missiles, BVRAAM=Beyond Visual Range Air To Air Missile.AMRAAM 120D has a range of > 180 km (>97 NM) range. At a cost of $700,000.00=P31,500,000.00 with one 5 Missile carrier Humvee= P157,5 million each 5 Humvees with 5 missiles costs P787.5 million or $17.5 million. Procuring a radar set such as “AN/TPS-59(V)3 Radar set” (unit cost is $50 million or P2.25 billion) on Subic area to keep an eye on our territorial air and seas (and guide the AMRAAM), can be useful for both civilian and military purposes. The lack of radar is the reason why we can`t identify nor preempt a Chinese intrusion, this has a 500 mile wide radius that can be adequate enough to keep us on top of everything.

    The AMRAAM ay maraming magagawa, pwede itong ilagay sa fighter jets para pahabain pa lalo ang lawak at layo ng naabot ng

    air power nito. Pwede rin itong gamitin sa Hamilton ships and other ships we have para proteksyunan ang ating karagatan, ito rin ay pwedeng ilagay sa kalupaan sa Palawan, Pagasa at sa Zambales para magsibing back up. (but of course a 200 mile reach missile or more is better in defending the outer limit of our territorial seas, kaya ang F/A-18 for example to carry those missiles ay kailangan.)

    With the amount needed, sa tinigin ko there is no reason that we can`t buy those. We have the money for the Hamilton procurement which is roughly equivalaent to the 5 Humvees with 5 missiles each, or the congress pork with 50 miilon each (225 Congressmen P11.25 billion), senators 200 million (24 senators P4.8 billion) we have enough to buy these equipments for this year alone and we still have spare cash to buy other equipments. We must continue to be like a duck on a a body of water, showing calm on top but paddling his feet in the bottom of the water where you can`t see it furiously to keep afloat.

    These two warships should only be the beginning….

    those are Coast Guard ships only meant for patrolling, anti-smuggling, and rescue. They can NOT go to battle or war with real battleships. The most they can do is chase small boats or try to defend itself. But even those 2 ships could not defend themselves anymore…thanks to the US removing the sensors and CIWS.

      We must admit unto ourselves that we do not have the luxury to afford those “GIANT War-Shiips”…, several of them, plus their compliment of support ships.
      We would need not one or two of these.., but several in order to match Red-China.
      “Pipe-Dreaming” is all that we could afford if we set our minds on these kind of ships. Furthermore, it would be cumbersome to move it around.
      Remember, that the Philippines has a coastline longer than
      that of the Continental U.S.of America.

    Question will be – who was the sitting president that finally paved the way for the country’s military to have their much needed equipment without selling prime lot to achieve it? Recall, a good size of Fort Bonifacio real estate was sold for the purpose of modernizing the Philippine armed forces. The only thing that got modernized by it was the politician’s mansions and bank accounts. AFP should be thankful for this non-stealing man of a president.

    Buying brand new armaments is an excellent move by this administration and this must be continued by suceeding administrations. My layman’s idea is that effectiveness not cost must be the first consideration when buying defense armaments. Lower cost is not always the best because technology differs from each arm makers. Whatever technology that is best for Philippine setting must be bought at whatever cost.

    The Philippines is getting its lesson and China is laughing like hyena. The second hand frigates that US gave us are junks and would cost more for the navy to maintain. Its control systems perhaps could be outdated and difficult for repair and maintenance. The stateside ship could be blasted by a small but fast boats of enemies armed with missiles. The US refurbished ship are of Goliath type that can be sink by a David. Well, I don’t know if a frigate is available for 18 billion PHP parang kulang yata ang budget natin.       Normally, brand new items are on a fixed price basis leaving no room for mark up nor commissions. Tongpats normally happens on purchase of second hand items where no fixed price is yet set. This explains why previous officials from local to national level always bought second hand equipment because prices are negotiated. Take the example of the second hand purchase of helicopters by Mike Arroyo and sold to the Philippine Government at a Brand new price.

    Good decision. Buying new hardware mean less corruption (tong pats). It’s no secret that one source of vast corruption by our Government officials from national to local level is their habit of buying everything second hand and not brand new. Prices of second hand equipment are normally on negotiated price and not fixed priced used on new equipment, opening a lot of chances from patongs and commissions. In the end, we lose out on high maintenance.

    Where is your IQ, Mr. Fernando? Russia, Germany, India or even Australia will be very much willing to provide design and technical assistance which is what we need. Just as Iran has to get a US State Department clearance for any jet part it needs for those fighter jets bought by the Shah of Iran before, buying a frigate off-the-rack will make us running after the supplier everytime a bolt or a screw slips. Cebu shipyards can easily assemble those vessels in record time, what with Filipino engineering expertise. Surely, getting a 30% commission for purchases is treason of the first degree and is never a very patriotic act.

    If you do not know how to do it Mr. Fernando, I tell you. Pay a visit to each of the ambassadors of these countries and request for a grant to study their respective military vessel technologies. Then, work out a military assistance pact where technology transfer of military vessel technologies are provided in our favor. After getting the design, announce a bidding to get local Filipino shipbuilders to construct such vessels with those technologies with a continuing engineering assistance from the country vendors. The winning Filipino bidder should be provided with a soft loan by the DBP against a Loan Guarantee being issued by BCDA which was primarily created to arrange funds for AFP Modernization. Ultimate payment to the contractor can be made by BCDA. In this manner, not only do we create local jobs but we develop expertise in military vessel construction not to mention the savings in foreign exchange and the downstream industries that will be created. This is a no-brainer. Alexander Graham Bell never made a market research when he invented the telephone. Where is the IQ?

    Reverse engineering. That’s the secret of China, Iran, Pakistan, North Korea and even Russia and the US. Besides being efficient in producing advance weaponry on their own they make it a point to acquire new technology either through sale, capturing, or through espionage. The Philippines can opt to buy new weaponry and have its weapons engineers ,if we have one, to study its technology through reverse engineering, and hopefully from there we could one day make one locally. The Philippine Armed Forces must also invest heavily in its personnel being educated and trained abroad in the fields of weapons, combat aircraft and marine engineering.

    BRP Gregorio Del Pilar is an old warship donated by the US government to one of its allies in South East ASIA the Philippines. It cost us P45O million to make the 1960’s OLD Hamilton class cutter operable same with the old navy ship used in the 60’S the BRP Ramon Alcaraz. The chief executive together with his mouthpieces said its all part of of the AFP “MODERNIZATION” program. I sincerely doubt if they fully understood what “MODERNIZATION” is.

    I myself still dreamed of our Navy having their own Nuclear-Powered Submarines and Support Frigates with Destroyer escorts and lots of em, but I know that budget and narrow-minded public criticism will be a concern, but I still have hope that in my lifetime I will enjoy a far stronger Philippine Navy in the future, as long as we as a citizen of this country will support every modernization effort our government is embarking on.

      There is a price to pay for independence and freedom and it is not cheap. The hesitation to invest in our defense has brought us all these troubles and we should learn from our mistakes. Although the amount involved is big, it is still not enough even if we spend several times more. We still have to rely on our alliances especially that with the US and we should be responsible to make ourselves a reliable ally.

    DND, AFP and PH Navy are all saliva but have no real plan to buy credible warships while PNOY is still the president. All those crocs in the AFP, DND and NAVY could not make money from kickbacks, commissions and tongpats. They’ll rather allow poachers, chinks, smugglers, etc. to exploit PH resources and wait until PNoy finishes his term and it will be business as usual.

    BAD MOVE. The general warmongers don’t have any idea about modern warfare strategy. There is a reason why WW2 style battleships are no longer built today. The bigger the ship is the easier and more inviting they are to hit with a surface-to-surface missile. A better strategy is to buy dozens of smaller and cheaper ships armed with guided missiles. All it takes is one missile from a plane or ship and that P9billion ship gets burned up.

      a couple, or even just one…, SS-Missiles…,

      a couple of 50-cal &/or a couple of 30-cal machine-guns
      with only a crew of nine ~ fifteen.

      Three-to-Six of these WILL “STOP-in-its-tracks” any-size war-ship that these Red-Chinese-Pirates can throw against us.

      These gun-boats could indefinitely stay in a “red-alert area” and
      could be substituted and given relief quite conveniently….,
      vs the big war-ships(which are out-matched, to begin with) or
      those planned war-planes, which could only stay for a couple of hours at most.
      And further…, How would a BIG-Warship confront
      several small “fishing vessels”.
      The same with these war-planes.
      They too would remain “inutil” against these “fishing vessels”.

      Imagine how formidable our Navy would be in controlling
      ALL our off-shores and the whole-archipelago with
      150 ~ 300 of these… gun-boats.

      in order to have a battleship you need a fleet of smaller ships to protect it just like a carrier does.. a battleship alone is a dead duck.. look at the british repluse in ww2 at singapore.. it was sent out with a cruiser to attack japanese landing ships.. it never made it and now is on the bottom of the ocean.. japanese bombers sank it and the cruiser. . anyway you need destroyers to protect the battleship from subs and planes.. ideally you need a carrier to protect the battleship so it can provide air cover.. mainly towards the last a battleship was used to bombard shore installations and not other ships.

    Gumagalaw ang mga kawatan dyan sa AFP. Ito na yung panahon na maka kickback sila sa pamagitan ng budget para sa bala, missiles, maintenance at pag kain ng mga bagong barko na ito. These two ships will entail a lot of expenses in maintenance and the armaments. Dyan na bumabanat ang mga kurapsyon ng mga AFP. To keep these ships in top shape, they have to be serviced every few years or so.

      I agree that corvettes are a better choice than frigates in our arena. But economically speaking, regardless of the cost, a brand new ship is much cheaper to maintain than a second-hand, in the long run.

        Be realistic. Don’t mix your patriotic emotion with the topic at hand. Remember, each department have their budget and Defense opted to buy a brand new ship.

        We do agree that our navy needs brand new equipment. But we don’t really know how much it is to maintain a battleship. Neither you or I possess any data to claim that P6billion is to much or just enough.

        What I do know is that a brand new car cost less, maintenance wise, than a second-hand one made 15 years ago. How much more for a battleship that was built in the 60’s. : )

    IMHO, given our vast coastline to patrol and our limited resources, an attack craft similar to a modern PT (Patrol Torpedo) Boat is the best option for our navy. It’s fast, well armed and designed to engage larger ships. Cheaper too, compared to frigates.

        USA once dominated this field but because of the high cost of labor the companies transferred to other countries. Korean and Japanese shipbuilding companies are now targeting Philippines for their relocation due to the same reasons. Philippines is projected to be 2nd biggest shipbuilder country by 2030 next only to China.

        If we are going to build our own vessels, we are going to need to pay a company to build it for us or create a company that will build it for us. For the location, we have strategic locations, we are already surrounded by it. Yung iba na nag co comment para maka down ng iba, super nega crab. Take into mind and heart their message and let us focus more on what we intend to comment here which is betterment of our lives and probability of what we can do. Sana nga yang shipping lines naten would turn to a more productive environment as we see there is money in ship building.

        The Philippines now has the opportunity to start or expand new and/or existing shipbuilding infrastructure with the availability of trained local administrators, engineers, and workers. The last part of the puzzle would be for the local investors to put in money to the shipbuilding infrastructure and for the government to show its support by giving them the necessary incentive ie. reduced tax, minimal bureaucratic red tape, assistance in providing the availability of adequate and cheaper power source, etc. The Philippine government can also order and commission for the Coast Guard much needed fast, seagoing boats/vessels capable of rescuing boats and ships under duress and guarding our sea boundary plus confronting foreign vessels illegally entering and fishing/poaching within our EEZ area. Bigger and better armed ocean going vessels/ships for the Philippine Navy can also be sourced and built by the local shipbuilders. These orders and commissions will provide them with decent profit to continually improve and upgrade their shipbuilding company for future orders from the private sector, our government, and/or other interested government if we can produce cheaper but equal or better quality boats/ships that will suit their needs. There is a definite need and demand in our private commerce for more efficient and safe boats/ships for passenger and cargo traffic between our numerous islands that can be supplied by the local boat/shipbuilding infrastructures wholly or majority owned by our citizens that will provide more job opportunity for our countrymen and women.

        Philippines is actually building what will become the worlds largest ship in Hanjin shipyard in Subic (world’s 4th largest shipyard). We are actually building the biggest ships in the world right here in Subic.

        Austal Shipyard based in Balamban Cebu is actually currently building ships for the US navy.

        Tsuneishi Heavy Industries of Japan and Hanjin Shipyard of Korea are operating 2 of the 12 largest shipyards in the world in the Philippines ( additional constructions and upgrade of equipment’s will be finished 2nd half of 2014).

        M/T Brightway and M/V FMG MATILDA were launched last April 27, 2011 and July 29, 2011, respectively and the 34th and 35th vessels to be delivered from Hanjin’s Subic shipyard.

        Both are state of the art fully automated DWT 205,000 MT bulk carrier .

        O ayan bugok puro higanteng barko yan…wait kalang this year Hanjin will launch the biggest container ship in the world the 400-meter-long ship will carry up to 18,000 TEU (twenty-foot equivalent unit) containers. It would be delivered to Danish shipper A.P. Moeller-Maersk in the second half of 2013.

        We should use GDP (PPP) …….Using a PPP ( purchasing power parity ) basis is arguably more useful when comparing generalized differences in total economic output between countries because PPP takes into account the relative costs and the inflation rates of the countries, rather than using just exchange rates which may distort the real differences in income. Economies do self-adjust to currency changes over time, and technology intensive and luxury goods, raw materials and energy prices are mostly unaffected by difference in currency (the latter more by subsidies).

        Philippines is currently ranked no 32 in the world up from rank 59 3 years ago……

    With US decommissioned frigates like the RPS Gregorio del Pilar and the coming RPS Ramon Alcaraz standing ready to defend our western territories from the chinese bullies, the addition of 2 brand-new frigates and 12 refurbished jet fighters from South Korea will surely boost our sagging morale from the incessant provocations from the greedy chinese.

    It is hoped that the disastrous April 2012 stand-off with the chinese navy over Panatag Shoal that resulted to chinese occupation of the Shoal, will not happen again….

    Well if it’s a cutter it can’t possibly be a battleship. That’s like calling a tricycle a bus. Both are vehicles, but they obviously aren’t the same.

    In this case, both are warships, but a cutter and a battleship are very different types of warship, the way pangolins and elephants are very different types of animals.

    PH has never had a battleship, and doesn’t need one since they are basically obsolete. But I hear there are still a few pangolins that haven’t been fried and dunked in sukang maasim yet.

        They originally wanted old Italian Maestrales, but apparently changed the terms of requirement to brand new frigates. So it looks like we are getting both Hamiltons for interdiction and new missile frigates for surface battle. Like everything in military acquisition, though, I will believe it when the frigates actually arrive.

      DND is still acquiring 2 warship & that they explain that they will buy brand new from other country through bidding. regarding the 2 class cutters are bought when the china claims the spratly & shaol. that was back 2011-2012 issues. this news is 2013.

    No offense, just please double check. The Alcaraz and her sisters are cutters, not frigates. A frigate is an entirely different class of naval vessel; and the two new PN frigates have not been ordered yet. The two new frigates to be purchased by the Navy are entirely new acquisitions, distinct from the from the three old Hamiltons ordered from the US.

    How long could these three(3) warships cover by visual distance of five nautical miles all the coastlines of the whole Philippine archipelago..?
    Probably a week…, or maybe two(2).!
    Now if we had faster and smaller ships/boats of about eighteen(18) in number…, how long would it take these boats to travel and see all our coastline up to a viewing distance of 5 nautical miles.

      and after those 18 boats see what they are looking for what will they do? The reason for buying additional 2 ships is to build up a minimum defense posture. The coastal radars that has already been bought will do the job of monitoring our territorial waters, visual confirmation can be done by our air force.

      And these 2 war ships can go through deep oceans w/c means they can also pick up OFW’s in countries like Syria where evacuation is needed.

        Make it mandatory for all sea capable vessels equipped with decent communication equipment and provide them an effective and reliable system of reporting foreign vessels within the Philippine’s boundary. Once unknown foreign vessels are reported by local seagoing vessel, the quickest way to verify and confront the foreign vessel will be by air. Helicopters that can do dual task of verifying the vessels illegally and rescuing seagoing vessels under duress will be best for the Philippine Coast Guard. The Air force can then back the helos up with fixed wing aircraft capable of air to air, and air to surface engagement while waiting for the Navy’s well armed, fast, naval ship/s to get to the location of the illegal foreign vessel for a surface confrontation and investigation if necessary. Any illegal crossing of our sea border must be met with determined and sometimes overwhelming display of force to let the encroaching vessel know that the Philippines is serious in protecting its sovereignty. That will be the ideal way of doing it but the Philippines have to find a way to acquire all those essential things to make that happen. Hayyy… buhay…. puro dream lang yata ito ah. :))

        The reason why I brought up those 18 ships was to show how these type of ships, by their sheer number could cover more of our areas than those two or three “hipo-ships”, slow & few to secure our areas
        In a matter of defense, they are next to useless. Look what happened to our navy and those chinese “fishing vessels”. Our ships were not able to defend our territory nor drive away those fishing vessels.

    What we need are lots of medium size speed boats with high powered guns capable of sinking Chinese vessels. The Cebu shipyard can do that and it will not cost us that much because we also have the materials and cheap labor.

The Ph doesn’t have a battleship ever, nor a frigate, what our Navy have are WWII vintage US Destroyers, US CG Cutter, maybe a few Fast Attack Crafts. According to retired navy servicemen what the Ph needs are fast attack missile boats. It is the punch that counts not the size.

    Austal invested big in Cebu. AUstal is a ship builder contractor for US defense and commercial vessel. Why on earth the govt is bidding the job to other countries? There are other shipbuilders in the PH too! We need those jobs in PH so with some of the money to stay in PH.

      You are right, there is a saying that “germans are bright but not smart, that’s why they always lost the war, both in WW2 & WW1″. They always wants the best equipment like their tiger tank of their panzer division, the 1st jet fighter that they made during WW2, their V2 rockets and the biggest cannon mounted on rail tracks, but these excellent weapons had no use anymore to win the 2nd world war because of the long time to manufacture, aside from being expensive and impractical, but the germans still insist on building these because of their fond of making superior equipments instead going on mass productions of their existing weaponries like what america did. In the same logic, the Philippines must not be like the germans by buying brandnew frigates which will take years to deliver, by that time the whiole spratlys will be in the hands of china, we need a deterrent force now not tomorrow! … we should have got all the 8 maestrale class frigates from italy considering they are cheap and very capable but can be deployed right away while waiting to buy brandnew ones … papano pa nga raw ang damo kung patay na ang kabayo … we should not be like the germans who are bright but stupid!

        i go with you regarding what you said. ang navy naman ang may alam kung anong klaseng mga warship ang dapat sa ating bansa. aanhin nman ang malakihan kung ang kalaban ay magpadala ng maliit na warship.

        talagang good decision ang ginawa ng DND na kailangan na natin bumili ng mga bagong kagamitan pra sa AFP natin.

Icheon frigate is medium size but weapon pack at 2300 ton will cost around 250 million dollar each..alvaro de bazan class is large size at 5300 ton same weapon pack advantage aegis radar will cost around 800 million dollar.formidable class frigate weapon pack also cost between 300 to 400 million dollar.
