In May 2012, 314 out of the 415 jails in the country were congested, with a congestion rate of 318 percent, according to data from the Bureau of Jail Management and Penology. The jails had a total population of 66,908 during the period while the ideal capacity was 51,518. The same data showed that during that period, 92 percent of jails in the National Capital Region were congested. Schatzi Quodala, Inquirer Research
