It’s now or never.

The Moro Islamic Liberation Front (MILF) wants the peace deal with the government sealed before the term of President Benigno Aquino III ends in 2016, saying that beyond that would jeopardize the chances of having lasting peace in Mindanao.

The MILF also warned that any delay in the peace talks could lead to a resumption of fighting in Mindanao.

“The urgency of concluding the peace talks is in the minds of the MILF leadership. We know that the momentum is there but any dilly-dallying is bringing us closer to the other path,” the MILF said on its official website, luwaran.com.

“The truth is that if we cannot close this negotiation successfully during the administration of President Benigno Aquino III, we do not know what lies ahead in 2016. And more seriously, it can be a menu for more violence and fighting in Mindanao,” it added.

The MILF statement came in the form of an editorial, as luwaran.com is also the group’s official news site.

It was uploaded on March 24, after the postponement of the 37th exploratory talks in Kuala Lumpur was announced.

President Aquino called for the postponement of the talks to give him more time to review the annexes of the Framework Agreement on the Bangsamoro (FAB).

The MILF said the “devastation” wrought by the war in Mindanao was the reason the MILF peace panel “refused to agree to postpone the peace negotiation in Kuala Lumpur, as set by the parties, or much more to change the venue.”

 

Sense of justice

“Without a doubt, President Aquino possesses this feeling of urgency too. Perhaps he, more than anyone else, we believe, because of many reasons: First, his sense of justice—as with his father and mother—that the Moros are a “wronged people” which requires not only cosmetic rectification but also an honest, fair, humane deal; second, solving the problem in Mindanao is certainly the best legacy that any Philippine president can impart and dedicate to the whole nation; third, he knows that without putting to rest the bloody mess in Mindanao, the Philippines can never take off as a developing states; and fourth, the war in Mindanao… is unwinnable by both sides of the equation. The MILF cannot win the war by conventional means nor can the government crush the MILF, which can always resort to full guerrilla warfare,” the group said.

The MILF said this rendered the conclusion of the GPH-MILF peace negotiation as urgent business.

“Any reason to delay it, even if it is predicated by a seemingly honest reason, cannot be given much weight. Like a professional boxer, once inside the ring, he cannot make any pretext; either he boxes or calls it quits—and loses,” it added.

So much more to do

The MILF also stressed that the talks were urgent because the Bangsamoro Transition Committee (BTC) only has a year and nine months “remaining in its 2-year life span, within which it has to write the basic law, among other functions, and to secure its undiluted passage by Congress, as well as its ratification by majority of the voters in the proposed Bangsamoro territory.”

The MILF called on “everyone including the international community” to help in accelerating the talks, but in a “deliberate and sure manner.”

Journey to conclusion

“Time is ticking away; once it has passed, we cannot go back anymore. We also call upon them to journey with us until the conclusion of these negotiations,” the MILF said.

Nonetheless, the MILF on Monday issued a joint statement with the government peace panel where they both said they remained committed “to continue the talks in an expeditious manner.”

The government and the MILF agreed to reset the 37th Round of Formal Peace Talks to the second week of April.

    This agreement is a big joke. Why? These are the parties involved in the agreement:

    1. MILF – this terrorist group was created by Malaysia to forment chaos in Mindanao so that we will be busy fighting each other and we will have no time and energy left to pursue our Sabah claim against Malaysia.

    2. Pnoy – this is another opportunity for him to expand further the clan business in Malaysia. Cojuangcos’ Air Asia fly Malaysia troops to Sabah. Cojuangcos’ Esso and Exxon energy stake is huge in Malaysia, Sabah, and Borneo. See these link:

    3. Malaysia – the joker that pulls all the strings in the puppet show.

    The major players, MNLF and Sulu Sultanate, were disregarded by Pnoy for they are pests to the secret deal between Pnoy and Malaysia.

    I am 100% sure this spooky deal will not take off. The businessman Pnoy will have another major war in Mindanao.

        What a joke?! hehehe…we are grateful for Sabah as being part of rich Malaysia. Our GDP is not all contributed by Sabah alone. Our income is not merely from fossil and palm oil. We have other businesses such as tourism, manufacturing, agriculture etc, timber, gold, tin, rubber, sugar…to name a few. But the wealth that we treasured the most is the peaceful country that we live in.

        You guys been talking bad, calling us boastful but you are the one being morally wrong by boasting in here…telling us that the wealth that we have accumulated are all taken only from Sabah, hence claiming that the wealth is supposedly taken from PH too. We have Sarawak who has similar contribution as Sabah, Pahang for the oil, timber and also palm plantations, Kedah for rice, Perak for tin, Perlis for fisheries, Penang for manufacturing and tourism and so on.

        In our country, wealth is shared equally and budget given to each fiscal year are based on the size of each state, their respective needs NOT because of the size of the cake.

        Come on PH’s people…this Sabah thingy is bruising your image too but to keep on fighting for something of zero possible in winning is a lost battle at an inception. The best is….learn to forgive and forget. This is not an admission that we are at fault but the best in this position especially PH is to move on. Forget Sabah.

        PNoy’s administration is doing well now and am happy to see this positive progress because we Malaysians believe in prospering our neighbours instead of having immediate countries that plagued by war, insurgencies, poverty, famine etc.

        Reading what written in Inquirer’s postings and comments from readers, I could not help but feeling sorry for everyone in PH because you have talents ( at least in public speaking in here) but mostly delusional by conspiracies, false understanding, bragging of self-proclaimed Grammar Nazis and negative towards your governments’ initiatives such as MILF peace agreement etc.

        The PH people are actually your achilles’ heel (s).Plural in this case.

        The Mindanao and Moros are akin to those severely affected and cancerous ankles that needed an amputation and yet you guys clanged to it because you need them to keep on walking. True that those ankles are needed for you to walk and run better BUT there are people who have lost their limbs and yet have climbed mountains and swam seven seas. And now, disease infected limbs are yet to be cured and you are finding fault with our Sabah. Do you really need another problem? and China has intruded into your water and do you think you have enough hands to handle all these?

        The Inquirer is well aware that the Kiram iii is not a legitimate Sultan of Sulu and your government has indeed does not recognised any Sultanate after the last demise of bonafide Sultan of Sulu and yet….the portal and you guys still call him as a Sultan of Sulu, Princes Jacel etc…as if they’re actually have been crowned as such. This very nature of writing is a blatant ignorance to the fact that you are not receptive toward any truth but pointing fingers at any direction that you may find suitable.

        Malaysia is not perfect. We have our own problems and there’s no man is an island in this world. We need one another to survive. Build your own country now, be at par or even better than the rest of Asia’s tigers. You have better potential than Vietnam, Myammar, Laos…you have vast amount of islands…beautiful and resourceful, fertile soil, huge domestic consumptions and market, people who speak and write good English but isn’t it sad that you are being considered as a sick man of Asia?         Let me roughly quote what been said by our PM when the first shooting occurred in Lahad Datu. He said that Sabah will be forever be part of Malaysia and no one will ever take it from us. Does it not a proclaiming the rightfulness on Sabah? We do not name Kirams per se because we do not even recognise him as a legitimate claimant of Sabah. Go and learn the art of diplomacy and international relations on why we did not involve directly with Kiram iii. Any form of direct discussion with Kirams is a sign of recognition.     Best option now is stop the peace talks, drop Malaysia as mediator, and pursue Sabah claim.. Negotiate with Malaysia along with Sultan Kiram, moblize MNLF Misuari forces just in case. Discard the MILF to cry like a retarded orphan Bangsamoro is useless, and can not be a viable solution to the Moro Question. Revive those dreaded militias called ILAGAS for some bonfire in Mindanao.

        Baka ang mga Tagalog, Ilocano, Ilonggo, Bisaya ang pauwiin ng mga taga Mindanao. Kayong wala dito sa Mindanao huwag nang makisali. Kaming mga Bisaya, Tagalog at iba pang tribong Pilipino dito sa Mindanao ay namuhay na nang mapayapa sa matagal na panahon bago ginulo ni Marcos at ng Malaysia.     Why not hold the negotiations in Cebu or Marawi, Cagayan de Oro, Davao, Iligan, Pagadian or Zamboanga Cities? Malaysia is just insuring itself that the government and MILF will abandon the Sabah Claim. Such an action would alienate the Sulu Archipelago and start another round of violence in Mindanao.

    The MILF is surely a stooge of the Malaysian. It should join with the MNLF in retaking Sabah. Sabah is more rich in natural resources than the territory they are seeking in Mindanao.     There will never be an agreement in Mindanao if only the MILF is involved. It should also involved the MNLF and other Muslim groups. Malaysia should never be the mediator as it is proven that they were the sponsor of Terrorism against the Philippines and a Landgrabber of Sabah.       Right, this agreement with the MILF doesn’t seem like the path to true peace. There is no unity among the Moro factions. Does the MILF represent all Moros?

      The MNLF broke off tri-partite talks with RP & OIC only last March 2012. A few months later RP signs the framework agreement with MILF to replace ARMM.

      The MNLF have expanded their claims in Mindanao, touting their rights to the territory of “MinSuPala” (Mindanao, Sulu, Palawan). It’s no longer just the 5 provinces of ARMM, it is now the 25 provinces of Southern Mindanao. I don’t think the next president is going to let them have it without another war.

        All of them, actually. It’s the president’s job to protect the territorial integrity and national sovereignty. A moro camp was overrun as recently as 2 months before the signing of the peace framework. But it was Umbra Kato’s group, not the MILF. Ironically his group broke away from the MILF just like the MILF broke away from the MNLF.

Apatnapu at limang taong natabunan ang issue ng Sabah. Hindi dapat na matuloy ang peace agreement na ito. Dapat ay magkaroon ng peace agreement ang MILF at gobyerno na brokered by the United Nations at hindi ng isang bansa na mayroong napakalaki at napakasamang interest sa agreement na ito.

    It took almost 40 years for MILF and GPH to relaized that peace can not be achieved with bullets. If it will take another 40 years to explore other ways of bringing peace in Mindanao, that is still worth a try. Afterall, it takes a generation to educate (to be productive) a population.

        i agree. and it is just sad that other interests and groups want the peace building (not necessairly this MILF process) to fail.
        early on, i believe that the Sabah incident is a deliberate footnote to sabotage the peace process. and the biggest casualty of this reckless adventure in Sabah is not the peace process–it is the PH and Sultanete legitimate claim to Sabah.
        ..but still, I havent found an alterntive to the pursuit of peace.

    Well, I’d be damned. There is hope after all in President Noynoy Aquino.
    From the actuation by the MILF, it is a lost cause for it to continue the “exploratory talks”. The exploration has shown that the motive for a Bangsamoro “sub-state” republic is merely to hold hostage the Philippine government from accepting a one-sided option which is “Give us recognition as Bangsamoro or the MILF will continue to sow violence in the country (with funding coming from Malaysia, the kleptomaniac, pseudo-sovereign nation of Sabah).”

    May our president be enlightened and emboldened to permanently end the exploratory talks on the Framework Agreement with the MILF!

    Having said that, it is automatic that the Philippines serves notice to Malaysia that Filipinos will resume to pursue the Sabah claim. If P-Noy can do this, he will do justice to the country and make his parents proud of him. If P-Noy can undo what made his presidency doubtful to many Filipinos of his real intentions with Malaysia, he will get the support of the entire nation. He should not attempt to give lip service and betray the citizens later if he changes his mind again. No double-talk, please, Mr. President.

The tactic of divide and rule still works to KLs interest and MILF is a very willing instrument and I can smell complicity between Malaysia and MILF…I will be very careful treading the path of peace if it is a behest agreement or something that mahathir architects put together. They have their much hidden card that we ought to study very very carefully. What is malaysia’s interest in peaceful Mindanao? nothing…nada…zoosst….
