Capitol treasurer cleared to OK checks

A new Capitol treasurer was cleared by the Cebu Provincial Board (PB) to sign any and all checks issued by the province following the dismissal of his predecessor, who was found guilty in the  2008 Balili property purchase.

The PB  authorized acting Provincial Treasurer Emmanuel Guial to sign the checks  following the dismissal of former provincial treasurer Roy Salubre, who received his dismissal order last Friday.

The PB authorized Guial to be the signatory for the Capitol’s depository banks which include Development Bank of the Philippines (DBP), Landbank of the Philipiines, United Coconut Planters Bank and the Philippine Veterans Bank.

Acting Gov. Agnes Magpale sought the PB’s authorization  since they haven’t released any checks after Salubre’s dismissal last March 21.

A copy of the dismissal order from the Bureau of Local Government Finance (BLGF) was sent to Magpale’s office which was received on March 22.

Acting BLGF Regional Director Carmelane Tugas designated Guial as acting treasurer.

The bureau carried out the the  Jan. 9, 2013 joint decision  of the Ombudsman in the administrative case  against Salubre, suspended Cebu Gov. Gwendolyn Garcia, former Provincial Board member Juan Bolo, retired provincial assessor Anthony Sususco, Engr. Eulogio Pelayre and Provincial Accountant Emme Gingoyon for grave misconduct.

Pelayre and  Gingoyon will also be dismissed from service and their benefits  forfeited. Correspondent Carmel Loise Matus
