SC ousts Lucy Torres-Gomez as Leyte lawmaker

MANILA, Philippines—The Supreme Court has ousted Lucy Torres-Gomez as the representative of the 4th District of Leyte.

Voting 7-4-4, the high court said Torres-Gomez could not have validly substituted for her husband Richard Gomez who cannot be considered as candidate for the congressional seat during the 2010 polls.

The seven justices are Associate Justices Estela Perlas-Bernabe, Antonio Carpio, Martin Villarama, Jose Perez, Bienvenido Reyes and Marvic Leonen.

The four justices are Teresita Leonardo De Castro, Mariano Del Castillo, Roberto Abad and Jose Mendoza. On the other hand, the other four justices – Presbitero Velasco, Arturo Brion, Lucas Bersamin and Diosdado Peralta – did not participate for being members of the House of Representative Electoral Tribunal.

The high court said Richard Gomez was ineligible to run for Congress for failure to comply with the residency requirement.

“Thus, absent valid substitution, Ms. Torres-Gomez could not have been considered a candidate,” the high court said.

        If you have followed the story, you should have known the decisions of Comelec and Electoral Tribunal on these matter (like the residency of Richard Gomez, then the substitution case). All were favorable to Lucy Torres but the affected party went to SC. And the SC decided that “Torres-Gomez could not have validly substituted for her husband Richard Gomez who cannot be considered as candidate for the congressional seat during the 2010 polls”. So even everyone is lawyer in Comelec, it does not mean that their decisions are correct all the time – so we can’t blame Comelec.

      Well, hi I’m from Ormoc, Leyte and I’ve been a witness to Cong. Lucy’s projects in the district. The diversion road, the promotion of tourism in Palompon, the improvement on the district hospital are just a few of what Cong. Lucy did for our district. She might be visible in many showbiz commitments but I don’t see any point that she has done nothing for our district. I must say Lucy has been an effective leader even though a job of a congressman is mainly legislative – to make laws. The speed of implementation of projects is one thing I salute the most of our congresswoman because it just shows she is efficient. She may be on showbiz but I don’t think she is incapable as a leader.

Sa cebu siya nag-aral ng college. lumipat lang siya ng manila nung nagpakasal siya kay richard pero palagi pa rin siyang bumibisita sa ormoc kasi naman taga-ormoc talaga sya. ang dami-dami yatang bahay nila dun. d mo yan alam kasi tanga ka.

    Oh, Lucy will simply file a motion for reconsideration and by the time the SC will decide on the merits of the MR, her term would be over and her husband-chief of staff will have replaced her in congress.

    No justice has been dispensed in this case.

It makes you look dumb..If you haven’t been to Leyte or Ormoc, you have no right to comment about Lucy’s accomplishments. If my choice was between a partisan politician crook (who got rich because of politicsand uses his political position to punish his enemies) and a TV personality with good intentions, I’ll vote for the TV personality anytime. I bet if a politician gave you 2000 pesos, you would vote for him or her.
