Falcone: No popularity, money, lots of ‘porky’ ideas

As a somewhat restless young man, Baldomero Falcone was forced into a seminary by his grandmother in the hope of shepherding him into a life of quiet priesthood.

“My lola could not discipline me so she sent me to the seminary. But I never found the vocation to become a man of the cloth,” said the 68-year-old candidate for senator of the newly accredited Democratic Party of the Philippines (DPP).

“When I finished my AB in philosophy, I told my superiors, ‘Sorry, I’ve been praying but [priesthood] has not rubbed off on me.’ So I went abroad. I learned new skills,” he said.

Falcone became an entrepreneur, specializing in securitization and venturing into a number of businesses. He now holds top posts in two companies, one involved in land reclamation in Cebu and the other providing job placements for retired military officers.

He is also executive director of Sagip Bansa Filipinas Foundation Inc., a nongovernment organization dedicated to helping the poor, especially corn, rice and coconut farmers, indigenous people and the jobless.

Falcone now wants to add another job to his curriculum vitae—that of senator.


The right answers

Although he has no previous experience in public office except for an unsuccessful run for vice president in 2010 (he was disqualified), Falcone believes he holds the right answers to the ills and troubles facing the Philippines today.

His solution will start with the abolition of the pork barrel system, the corruption-tainted practice under which legislators appropriate government spending for projects of their choosing, intended to benefit their constituents in return for their political support and their votes.

The businessman said the first thing he would do once elected to the Senate would be to file a bill eliminating the pork barrel, or the priority development assistance fund (PDAF) for legislators, and allocating the money as equity capital for housing projects for the urban poor.

“Just compute this. Every senator gets P267 million per year while every congressman has P70 million per year. That amounts to more than P50 billion. I’m not saying everybody’s pocketing it. But I’m saying it is very easy to pocket it,” he said.

Securitizing pork barrel

Under Falcone’s proposal, the money that would otherwise go to the pork barrel, which members of Congress use to fund their pet projects, would go to securitization.

Securitization is the financial practice of pooling certain types of financial assets, such as mortgages or credit card debt, and repackaging the consolidated debt as bonds or interest-bearing securities to various investors. The principal and interest payments on the debt underlying the securities are paid back to the investors or purchasers of the new financial instrument.

Falcone proposes that the pork barrel funds be pooled together and turned into securities, the interest of which will be used to provide loans to the poor under mechanisms that “are not dependent on real estate capital.”

The idea is to provide credit to ordinary Filipinos without requiring land titles as collateral.

“If you don’t have real estate collateral, you can’t take out a loan… We have to find a way such that credit is liberalized. With securitization, we won’t be too dependent on real estate,” he said.

“Credit should be made available to ordinary Filipinos with good character through good viable projects that can give them a chance to improve their lot in life,” Falcone said.

Hitting two birds

Falcone said the abolition of the pork barrel system would naturally lead to the eradication of another evil in Philippine society—political dynasties.

“Political dynasties are generated by the pork barrel system because the pork barrel system generates greed. By abolishing the pork barrel, you are hitting two birds with one stone. You eliminate two evils,” he said.

The connection is quite obvious, he said.

“If you are a family enjoying more than P200 million per year, don’t tell me you will not be tempted to continue and pass your position on to your offspring so that enjoyment will continue,” he said.

Falcone said roughly “70 percent” of those in power in the Philippines belonged to political dynasties. “We have the same names, same faces but no change. That is why so many of our countrymen are losing hope,” he said.

In the midterm elections, Falcone said the voting public must look for honesty in the candidates, as well as the “ability to raise the liquidity position of the country and the skills to provide the executive department a road map to get this country out of poverty.”

Dreams of leadership

Born on Sept. 19, 1944, in Hindang, Leyte, Falcone is the son of a former judge and a schoolteacher. Growing up in a small town where he had to walk 4 kilometers everyday to school, he said it was always his dream to be a leader.

“I remember when I was a kid in the barrio, my mother gave me a big attache case and whenever I rode the tartanilla (horse cart), people were saying this guy is going to be somebody someday,” he said. He is married to Alice L. Falcone, with whom he has four sons.

Falcone got his liberal arts degree at Sacred Heart Seminary and then completed a master’s in philosophy at the University of San Carlos in Cebu City. He also holds an MBA from the Asian Institute of Management and is a Ph.D candidate in philosophy at the University of the Philippines in Diliman.

He is the president of Millennium Industrial Commercial Corp., a company involved in the reclamation of a 400-hectare fish pond in Cebu City, as well as the construction of a toll bridge connecting the city hall to the reclaimed land.

He is also vice president of Global Interphase Security Services Provider, a firm that provides foreign and local assignments to retired officers.

As executive director of Sagip Bansa Filipinas Foundation Inc., Falcone works to provide jobs and low-cost housing to city squatters. “We want to clear Metro Manila of informal settlers and make it beautiful again. On the other hand, we want to give the informal settlers a second chance,” he said.

Funding for cooperatives

He wrote the book “Christian Economics: The Philippines’ Developmental Ideology,” which advances the idea of providing government support to cooperatives.

“In Europe, most of the bigger institutions are cooperatives. Here we have yet to see a financial cooperative really grow big because there’s no encouragement from the government, no financial support,” he said.

Imagine if SM malls were owned by a cooperative, he said. “A lot of Filipinos would be happy,” he said.

Falcone is running under the DPP, a political party founded in 2010 by Dr. Ernesto G. Ramos and which seeks to be an alternative to traditional politics. Along with two other party members, he ran for vice president in the 2010 elections but was disqualified for having no political track record.

“The party has absolutely no funds. But we are the fastest growing party in the sense that we give lifetime membership to members for a minimum of P100. We are now 200,000 and still going strong,” he said.

Falcone is not discouraged by his party’s lack of popularity. “We don’t believe in surveys, which are just one way of conditioning. We will try our best and leave it to God and the people,” he said.

His wish for the Philippines is that “one day, all Filipinos will be able to eat three times a day.”

“We do not need them to arrive at some wealth but at some sufficiency to practice their creativity, to practice their beautiful culture and to show the world that Filipinos know how to celebrate life and accept God as the center of their lives,” said Falcone.

    This candidate doesn’t fit the  mind of non-thinking voters who follow the money and not moral and righteous principles. Candidates for office who have a better chance of winning follow the money, and so are those who vote for them. Birds of the same feather flock together. That’s the sad reality in PH government and politics. Voters are not empowered because they succumb to money and despair. They find it more convenient not to think and just goof around. Mr. Falcone will molt faster than he can see his business fly. Why does he run for national office when running a campaign in the barangay would just be as noble if the intent is merely to serve?

      There should be economic empowerment, political empowerment is useless without freeing the people from poverty and mendicancy.  Political patronage is a result of economic powerlessness of the people, they treat politicians as their source of support for medicines, tuition fees, relief goods etc. But if people are economically independent, they will never be fooled by these politicians forever.  These politicians want the people to be perpetually poor and disorganized so that they can control them.  Real empowerment begins from the stomach.  We need legislators who know economics for the poor, economics for the bottom of the pyramid.  We need Sen. Falcone in the Senate!

As they say, everything that rises also withers under the sun – except political dynasties.  For every dynastic he/she believes the right to govern is mandated by money. And, the easiest way to win elective position is to have corrupt and rich parents with crooked connections and bast ard authority. Even good men succumb to the scent of dirty money after spending for their political campaign. Pork barrel magnetizes voracious politicians like fried fish on the table with hungry cats around. Politicians hate the smell of the earthen sweats of poor people but they love to chase the stench of peoples’ money.

    I’m afraid you will not succeed… yet You have the right intentions but I don’t think the Pork Barrel can be eliminated that simply.  Pag dating sa botohan sa bill para ma eliminate ang Pork Barrel, baka ikaw lang and a handfull ang boboto ng yes. Nandiyan ang mga buaya sa kongresso at senado. Siguradong tatalonin ka nila.

    Kelangan natin ng mas marami pang senador at kongresman na may prinsipyong katulad sa prinsipyo mo. Otherwise you will be a lone voice in a sea of Lolongs.

      I tend to agree. The good intentions, regarding pork for example are to be applauded but in the real arena of the Senate and the Lower House this is simply not going anywhere, he might just as well say he is against political dynasties, as our Constitution is also, it hardly matters.. Would I vote for the guy? I might, just for the sheer hell of it! An irritating voice in the Court of Enrile? Yes I might just vote for the guy…..

      Dapat siguro ay magkaroon ng referendum sa pagtanggal ng mga pork barrels ng Congress. Walang imposible kung magtutulung-tulong tayong mga Pilipino na matapos na ang walang hanggan at walang patumanggang pagnanakaw ng mga pulitiko. Dapat ay tanggalin din ang authority ng mga governors, mayors, at ng mga councilors sa mga siyudad tulad ng Manila, Quezon City, etc., at maging ng mga barangay captains na humawak ng mga pondo. Dapat ay sila lamang ang hahanap at mag-a-assess  ng mga kailangang tulong ng mga tao at mga kinakailangang mga proyektos sa kani-kanilang mga distrito. Ang mamamahala sa mga constructions at iba pang implementations ay isang sangay ng gobyerno tulad ng DPWH, subali’t kailangang may limang sangay ng gobyerno na uma-ayuda at nagmo-monitor dito para matiyak na walang katiwalian na nagaganap,. Isang additional na ahensiya na magmo-monitor ay binubuo ng mga private citizens na kilala sa kanilang malinis, matapat, at hindi magnanakaw na pagkatao. May pagasa pa ang bayan natin, kung magtutulung-tulong lamang tayong mga Pilipino.

    Indeed the problems that plague our Philippine society today are graft and corruption, concentration of political and economic powers to few rich and influential families, and the inability of the voters to elect the right persons during election. This person has a good program if elected. However, his name will not ring a bell to most voters. Majority of the voters especially those belonging to the “D” and “E” classes would likely vote for those with familiar names and those who are showbiz personalities. The politics of patronage system that is put in place by the trapos who have political dynasty will also come to play in the coming election.

    I have been away from the political scene of the Philippines, having left the country 30 odd years ago.  However as a former youth activist during those times of Marcos era, and as a Filipino  by blood, I am entitled to make a comment.  If we continue the old system of traditional politics, it would be like crazy to expect different result because that  is exactly what it is, CRAZY

    My dear voters. As we all know not all pinoy’s senatorial line up are qualified and credible, more so una’s line up are all worst. Now I strongly suggest that we choose our candidates from an independent  personality like alcantara, falcone, and seneres. There might be more good independent candidates and for a change, let’s try them.

    A good question for you sir Falcone is how will you convince both houses to pass a bill to eliminate the pork barrel?  Because if you don’t have a plan yet on how to do that, then your promise will just be as good as the usual pangakong napapako.  You may actually file the bill but if both houses junk it, it’s nothing.  So, Im more interested on how you are going to convince your colleagues because that’s the difficult part. Saying you are anti-Pork is easy.

    It appears that most of these independent/alternative parties share common beliefs/principles. It may be a sound idea to form coalitions like the “Big Boys” (albeit trapo) do, to beef up their network, increase nationwide awareness and therefore give a real fighting chance to a new, good brand of politics and breed of politicians. And yes, someone suggested the use of social media, so get media-savvy guys, use the new alternative media as well. Let’s just not “leave it to God” Mr. Falcone, ‘ika nga “Nasa Diyos ang awa, nasa tao ang gawa”. Just my ten cents. :)

Kayo po, bilang executive director ng Sagip Bansa Pilipinas Foundation, Inc. ay siyang dapat  pagbigyan ng suhestiyon na ito. Naniniwala po ako na kayo ay isang righteous na tao at nais ninyo ding mapabuti ang ating bansa at ang lahat ng mga Pilipino dahil sa inyong tapat na pagmamahal sa Pilipinas at sa mga Pilipino at dahil na rin sa inyong hangarin na iwanan sa ibang araw ang inyong mga anak at ang darating ninyo pang mga salin-lahi sa isang maunlad, ligtas, payapa, at magandang Pilipinas. Alam ko po na ito rin ang hangad ninyo sa lahat ng mga Pilipino at sa darating pa nilang mga salin-lahi. Ganoon din po ang aking hangarin at alam ko pong siya ring hangarin ng karamihan sa ating mga Pilipino. Heto na po ang aking comment na may suhestiyon. Paging-dapatin ninyo po sanang basahin at sana ay magkaroon ito ng puwang sa mahabang listahan ng mga kapuri-puri at mga noble projects na pinapangarap ninyo para sa ating bayan. Nakikini-kinita ko na po, hindi ninyo pa man sabihin, ang napakagagandang dreams, visions, and goals ninyo para sa ating bansa. Dapat po ay kayo ang Presidente ng Pilipinas. May kapasidad po kayo, isip, at damdamin na ma-feel at maunawaan ang labis-labis at walang hanggang paghihirap ng mga nagdaralitang Pilipino. Lagi ko pong ipagdadasal na manalo kayo sa eleksiyon. Kailangan po kayo ng ating bayan.

    Sana ang mga bilyonaryo at mga milyonaryo sa Pilipinas ay magdonate ng malalaki para sa rehabilitation ng Mindanao lalo na sa mga lugar ng mga kapatid nating mga Muslim. Puwede namang ibawas sa kanilang mga taxes ang donasyon. Napagnanakaw ang mga pondo ng gobyerno, kaya’t hindi na natin mahihintay pa ang pamahalaan na kumilos. Dapat magtayo sa Mindanao ng mga ospital, eskuwelahang elementarya, high school, at universidad, mga housing units at mga buildings na ayon sa tradisyonal na arkitektura na mga kababayan nating Muslim, roads, bridges, seaports, airports, mga livelihood projects, at mga tulong at scientfic technology para mai-angat ang agrikultura ng pagtatanim at pangingisda. Makakabuti rin na maglaan ng isang long-term na proyekto na makakatulong sa mga komunidad ng mga kapatid nating mga Muslim gaya ng pag-acquire para sa mga komunidad ng mga malalawak na lupain na tataniman ng mga palm trees na katulad ng sa Sabah na pagkaraan ng ilang taon ay puwede nang pag-anihan ng mga tao ng komunidad na ang mga kita ay equally na paghahati-hatiin sa kanila. Sila na rin ang siyang mangangalaga at magmamalasakit sa mga itinanim na mga puno. May livelihood projects din na mahahango mula sa mga dahon ng palm trees. Kapag natapos na sa Mindanao, sana ay sa Visayas at Luzon naman.
    Kung matatahimik at uunlad ang Mindanao, at maging ang Luzon at Visayas, ang mga mayayamang negosyanteng ito ay maaari namang magtayo ng mga negosyo nila doon, dahil ang buying power ng mga mamamayan ay tataas at magkakaroon ang mga negosyante ng mas malawak na consumer base. Kaya lang, ang dapat mamahala dito ay isang mapagkakatiwalaang organisasyon na walang kaugnayan sa gobyerno. Sana ay mayroong magpa-abot sa mga mayayamang negosyante natin tungkol sa kahilingang ito. Maraming salamat.

    dO you believe in God..may be yes..God the father ..Blessed Virgin Mary and jesus christ and his diciples….in any religious sect they have agood leader even in the catholic Church..same in any kind of Government ..they have a leader..those who are againts dynasty are those who wants to win . or againts to those Families.     Do you speak or understand tagalog : Bakit mo gustong eliminate ang pork Barrel: Ang pera ay pera pero depende sa taong hahawak at kung saan gagamitin . I am not againts Pork barrel kung sa mabuti kamay o tao mapupunta .Marami ng yumaman ng dahil sa pera. Sa masama o sa mabuting paraan. Paano ninyo sasabihan ang mga may pork barrel na gamitin nalang nila ito sa mabuti.ang iba ginagamit nila yata sa pangangampanya o sa ibang activities o proyektona gustonilang gawin .Sa isang Bayn katulad ng visaya ,Maraming mahihirap na lugar na di naaabot ng mga proyekto nila.Kung may mabuting kalooban ang isang senator gagamitin niya ito sa magagndang proyekto na gusto niya. Ngunit Paano ang mga senators o ibang kalaban ninyo o nila na maraming sinasabi na binubulsa daw ng mga senators. Si senator Lacson di niya tinatangap ang Pork barrel niya .Pero yun ay pwedeng maitulong niya sa mga taong mahihirap.O Ipunin niya at pagdating ng araw ay magagamit din.Bakit di ninyo itanong sa mga Senators kung saan nilaginagamit ang pera ng bayan o Pork barrel nila. Bakit di ninyo subukan gamitin ito ( pork Barrel ) sa magagndang Projects ng mga senators( na pagdating ng araway maaalala nila “eto tong Building na”to ,tong Schoolna ‘to,tong Gymnasium , o proyektong Pagpapaaral sa lahat ng mga Batang mahihirap ” galing ito sa pondo ng mga Senators sa “pork barrel nila” Hindi ba nakakatuwa at masarap at magaang sa pakiramdam na ang pera ng pork barrel ay napunta sa mga proyekto na pagdating ng araw ay maaalala “eto ay galing sa mga Senators at sa pork barrel nila.” Ano po ang maitutulong ninyo regarding sa Pork barrel .
