DSWD to sue groups that stormed offices in Davao City

MANILA, Philippines—The Department of Social Welfare and Development vowed on Wednesday to take legal action against a coalition of militant groups that raided its regional office in Davao City, resulting in the senseless destruction of government properties and the stealing of relief goods intended for tropical depression “Crising” victims.

Social Welfare Secretary Corazon Soliman said she was deeply saddened by the abuse committed by Barug Katawhan and its supporters.

In the morning of February 26, members of Barug Katawhan and allied groups bearing the banners of Anakpawis, Gabriela, Kilusang Magbubukid ng Pilipinas and Kilusang Mayo Uno stormed the gate of the DSWD Region 11 office and forced their way inside the premises.

They carted off sacks of rice and cartons of sardines, and protesters even went up the second and third floors of the building, shouting and threatening DSWD employees.

Earlier, DSWD Regional Director Prescilla Razon invited the group to sit down for a dialogue.  Tents were set up in front of the office for the rallyists, who were invited to register and be interviewed so that DSWD could respond to their needs.

However, the rallyists refused to hold the dialogue with the DSWD regional staff and instead blocked all the gates of the DSWD regional office.

The day before the skirmishes, about 300 people organized by Barug Katawhan started a picket where senatorial candidate and Bayan Muna Rep. Teodoro Casiño addressed the group.

On January 15, 2013, the Barug Katawhan also blocked the national highway of Compostela Valley, prompting Soliman to negotiate with their leaders and agreed to provide 10,000 sacks of rice to people who have been deprived of government service, according to Barug Katawhan.

Soliman said the sacks of rice would be made available upon the submission by Barug Katawhan of the list of beneficiaries, their places of residence,  the distribution plan and persons from Barug Katawhan with whom the DSWD would coordinate.

To date, however, despite consistent requests for the distribution list, Barug Katawhan has failed to provide the list of beneficiaries.  What was submitted to DSWD was a list of repacking areas and the names of people who agreed to have these places used as distribution site.

Soliman said the DSWD has checked with at least two of those in the alleged list, and they denied that they agreed to have their places used as repacking areas.

DSWD remains committed to serving the victims of the typhoon Pablo and the qualified beneficiaries of government programs in Region XI, according to Soliman.

The DSWD-Davao said it would continue to hold dialogues and coordinate with Barug Katawhan and the groups they represent, and was just waiting for the distribution list, which they would validate and assess to ensure the delivery of relief to all families in need of help

“We are very saddened by these acts of aggression directed at our Field Office, as well as our personnel.  DSWD has been faithfully serving all sectors affected by the calamity,” Soliman said,

“Our people work 24 hours a day, seven days a week to provide much-needed services. We respond to the exigency of public service at great cost to ourselves and our families.  That we are now being subjected to harassment is deplorable,” she added.

The DSWD Secretary appealed to the leadership of Barug Katawhan and its allied groups not to use the people for their own political agenda.

“We are willing to resolve these issues, and serve those who are in need.  We need not engage in counter-productive propaganda war,” Soliman stressed.

    You were able to check at least two?…in the list of repackaging areas? Perhaps you need to share with the public how much has been spent, sacks of rice distributed since Pablo. Apparently your efforts are not enough considering the millions of dollars in foreign aid. What I recall is overpriced bunkhouses and bloated wage expenses.

    Do not blame the militants on what happened in Davao City, its plain and simple gutom na ang mga tao and with empty stomach what would you thinks those people would do? They won’t dance the Harlem Shake or Gangnam style with you Dinky, those flood victims are like walking zombies desperate for food. If the DSWD have been so efficient in documenting those who were victims of Pablo and Crising then wala sanang poblema as far as list of typhoon Pablo and Crising is concern. The DSWD could create a database if they are able  to obtain the list of victims on site after the flood have subsided. The welfare of the people is first and foremost, di na dapat takutin kung maayos lang ang sistima.

    Tutuo naman ang nangyayari sa ginagawa ng maraming dswd. Palakasan ang pamimigay; hindi lahat ay ibinibigay.  Ang mga magaganda itinatago at ang mga pangit ang ibinibigay sa mga tao. Ang mga barangay captain ay palakasan din ang pamimigay. Huwag kayong magalit mga taga DSWD tutuo naman. Ang tagal na ng mga relief na iyan ay hanggang ngayon di pa ninyi ibinibigay sa mga tao. May katwiran sila na magalit tapos sasabihin ninyo militante ang nag instigate ng gulo. Ibigay ninyo ang nararapat sa mga tao tiyak walang gulo.

    Soliman, almost 1 month na ang mga relief goods na yan, ano ba ang sistema mo na yan? No ID no relief goods? Mga NGO nga nakakapunta sa mga affected areas at naipamumodmod ang mga donations nila samantalang ang DSWD 1 buwan na naka hold pa rin ang mga relief goods?

    Baguhin mo sistema mo! malamang patay na sa gutom ang mga biktima bago nyo pa i-release yan. Kayo dapat ang nakikipag coordinate sa mga LGUs para sa distribution. 

    Kung hindi nag alburoto ang mga biktima mabibisto ba yan mga kapalpakan mo?

    Mag resign ka na lang kung hindi mo kaya tarabaho mo hindi yun puro palusot ka pa.

        FYI info.. nagbibigay ako ng donation sa isang tv station para ipadala sa mga biktima. Subukan mo magdonate para makatulong ka rin.

    Its a wake-up call to the officers of DSWD to speed up your logistic and distribution. The procedure of DSWD to ACCOUNT the food stuff to be given to beneficiaries is a right recording purpose. For the side of WELGISTA….better I will address to the PNP, kindly profile the pictures of those young activies possible in any part of the country they will be present during this situation and events…. and do the action needed…. what I mean ginagawa na nilang KABUHAYAN ang ganyang gawain, wala na silang pinagkaiba sa mga SINDIKATO na nang bibiktima sa mga nakadapa nang mamayan. Sila ay mga nagmamagaling na wala namang kontribusyon sa pamahalaan ni TAX!!! They are BURDEN!!!

      My suspicion is that they are families of NPA members, who are nonetheless victims of the typhoon, that is why they refuse to give their names. A masterlist is a requirement of DSWD before they could release relief goods – an SOP to be able to track where the goods went.

        the international code of ethics on humanitarian relief services says otherwise. Relief operations must be non-discriminatory and unconditional. The listing is a responsibility of DSWD, and even if you are the son of Lucifer, as long as you are a victim of the disaster, you must receive assistance without discrimination. Dinky Soliman must have known that as she is a social worker.

    Three long months of suffering and hunger and yet what the DSWD is waiting for is the list of victims for it to distribute the relief goods…something must be very wrong with that department. Wake up, the media, foundations and religious organizations did what you are mandated to do a long time ago! What a shame!

    It’s clear as day that these communist political fronts helped these affected victims so that they can create another worldwide din and later on cry for injustice when the government files a case against the vandals, This is a day old practice and operandi of these communist groups  so that a foreign aid be proffered to them. Their cries for human rights abuses rings so loudly in the ears of these philantropic countries and individuals and the reward given is the huge fund transferred to them. This is the main reason why all these cause oriented groups ventured to risk injury to themselves. They purposely create trouble during pickets or rallies to annoy the law enforcers then afterwards start the fight so that the media blitz can create the hoopla and the hype that stirs the hearts and minds of these foreign benefactors. Surely there is money in hatching a social injustice where the members can be given compensation. In short this operandi is a source of income of these militant groups or communist groups or political fronts of communism..

    PNoy is bragging about progress when there are so many people left behind. The progress that he is telling everyone is only benefiting a few people and not having any impact to the poor and the needy.

    Just look at appointees of PNoy in PCSO, pocketing tens of thousands of pesos every board meeting and giving away money to its employees. The money is public money meant for the people of the Philippines. If CoA did not check, they could have gotten away with it. Now what about transactions that are not under CoA scrutiny? You need a whistleblower or a journalist who are brave enough to be ready to die.

    If FOI is a law today, corruption of officials and incompetence will be exposed. Then it will drive people including in DSWD to perform up to people’s expectations especially the needy.

    If the needy also knows thru FOI how DSWD is operating and what is going on with the relief goods, then they will have no need to raid DSWD, provided of course DSWD is doing its best.

    Team PNoy and its allies seem to afraid of FOI since it will expose corruption and incompetence. They did not prioritize it in the last Congress.

    So don’t vote for Team PNoy……unless they sign a covenant:
    1. to make FOI the top legislation priority.
    2. to pass an FOI law based on expectations of the Filipino majority by March 2014.
    3. to immediately resign or not run for office in 2016 and 2019 elections if there is still no FOI law by March 2014.

    If Team PNoy doesn’t commit to the above, let’s vote the others who are at least saying they will push for FOI.

    When Senator Santiago lambasted DWSD Chief Dinky Soliman for playing god before, many did not understand the good senator’s point. With DSWD’s hoarding exposed by no less than the typhoon, flood and landslide victims themselves, there’s no denying Dinky Soliman is indeed playing god. Why she insisted on hoarding the goods which were bought with taxpayers’ money in time of election is difficult to understand. But it does add fuel to the fire and fuel speculations in the realm of conspiracy theory.

    God helps those who help themselves. The calamity victims have every right to help themselves to the goods hoarded in DSWD warehouses. Dinky Soliman should stop playing god, lest she incur the wrath of God.

    To PNoy, ang nagugutom na taongbayan po ang boss nyo. In the same vein, they too are the boss of Dinky Soliman.

    but why will these so-called victim (some of them, are using touchscreen cellphone by the way) refused to give the list of legitimate victims to the DSWD to facilitate the release of the relief goods three (3) months after they typhon?  I may not agree all the time with soliman but i think she is right to press charges against these hooligans.  they claim to have no money to buy food but have the money to pay bus fares and eat in davao city.

         discipline and concern for others.  These hooligans have been blocking buses and vehicles in the highways, looting government offices, stoning police officers who merely delivered foods for on duty police officers.  but why dont they give the list of this so-called victims to DSWD as they ? why are they afraid to do so? I have been to monkayo and except for the initial few days, delivery of foods and other stuffs have been no problem with relief operations.  In fact, it is noteworthy that of all the areas, only  this so-called victims from monkayo are protesting.

    Hindi sa kinukunsinti ko tong mga taong lumusob sa DSWD, pero kung ako ang nasa kalagayan nila yan din ang gagawin ko, nagugutom na ang pamilya mo tapos nakatambak lang pala ang mga pagkain sa mga bodega? Kagaguhan na magdemanda ang DSWD, dapat ang DSWD pa nga dapat mademanda sa panggugutom na ginagawa nila sa mga taong to, unti unti nyo silang pinapatay. Nabagyo yang mga yan, nawalan ng tahanan, ng kabuhayan at ang ilan nawalan ng mga mahal sa buhay, disperado na ang buhay nila tapos ang mga pagkain hindi pa maibigay sa tamang oras? Sobra na yang pang aabusong yan, hindi na yan makatao!

    A nail to the coffin! Not only that the typhoon victims are not getting relief from the government, now some of them will even be facing lawsuits. If the DSWD was efficiently distributing goods to the victims, this incident would have never happened.

    So let’s get this straight…the DSWD doesn’t give the food to the starving victims and don’t give them the assistance and help that even the UN said the victims needed and now there will be cases against them.

    It’s one thing to ignore and neglect the victims but it’s another to attack them.

    The lesson here we should take is…during the Aquino Presidency don’t get trapped in a typhoon and becomes a victims or else you will really screwed.
