Cops moonlighting as escorts warned

The Philippine National Police (PNP) has ordered the stricter implementation of its policy prohibiting policemen on active duty from moonlighting as security escorts for private individuals in the wake of the Atimonan, Quezon, shooting incident.

Three policemen, including a senior PNP officer, were among the 13 people killed in the Jan. 6 incident.

PNP Director General Alan Purisima also warned policemen they could face administrative charges for engaging in business, particularly private security agencies.

“The antigraft and corrupt practices law prohibits (government employees) from owning companies and receiving double compensation. Our policemen who violate this provision would face appropriate charges,” Purisima said in an interview over radio dzMM.

“Some of our policemen who violated this had been charged previously. They were meted out the appropriate penalties,” he said.

He noted media reports that Supt. Alfredo Consemino and two police aides were traveling with alleged “jueteng” operator Victor  Siman at the time of the shooting incident in Atimonan because the police officer was Siman’s business partner in a security agency.

Purisima noted reports that Consemino, his aides and the two soldiers killed in the incident were providing security to Siman.

“In that incident, we see that the policemen had their own interests, that’s why some of them were on the opposite side,” he said.

“Worse, Consemino and company were with some individuals suspected of involvement in illegal activities,” he said.

      Mamang Pulis, Double compensation means one is receiving two salaries or payments from the same entity, like from the government.

    The law provides all government officers and employees not to engage or be a part of private businesses for conflict of interests. If they are, they should choose which master they would like to serve, i.e. service to the government or their private businesses.
     
    Nobody can serve two masters at the same time without despising or putting the other in jeopardy.

    Consemino was very much aware of this being a police supt. But he led two of his men in  this illegal activity much more it was outside of their jurisdiction. So too are those air force men. They should be deprived of all their benefits.

    As for the others, what were they doing in the company of these men? Were  they expecting also to receive gifts from the jueting lord or the person they visited in Bicol? The other news articles indicated that each of them received a generous amount from that Bicol guy, whose name I forgot.

    Another problem is the whereabout of that red bag photographed by a news reporter. Is it in Manantan or his cohorts?

      Why is it then some senators and congressmen continues their job in business, radio, television and also makes movies while serving the Congress of the Philippines. What applies to the lower officials/officers should also apply to the government officials  in high positions. There had to be something like conflict of interest specially those businesses that had contracts and dealings with the government.

Give us a chance to create a new generation of Filipinos with new-found dignity and integrity. Desperate times call for desperate measure and I dare anybody to present a more effective solution to the Philippines’ predicament.

    Before you even dare respond to my challenge, check all those power-hungry, grafters and corrupt politicians in line after Aquino and check the proliferation of political dynasty. Hindi pa pinanganganak ang apo sa tuhod, nakareserba na ang posisyon sa power hierarchy. Check for the last so many decades how graduates of PMA and PNPA have turned out. Also, check what kind of lawyers we have that they find it more profitable to be an NBI agent than practice law.

    The whole government is ROTTEN TO THE CORE. DO YOU REALLY THINK THERE’S HOPE for a better change for us Filipinos?

      Nuke the Philippines??? Lenguahe ng isang taong walang pakialam at nagmamagaling. There are many Filipinos who chose to stay because they care, and want to help develop the nation.  If you have chosen to migrate, the best you can do for the Philippines is to pray and not to curse. Yes, there is hope in the Philippines.  You can see for yourself; check its economic growth.  Not the best but an improvement from the previous administrations.  If you have nothing good and positive to say better just shut-up. Hindi ka na rin naman Filipino for choosing not to stay and help.

    Now, this blatant warning may have caught many cops, who are moonlighting as escorts or security for VIPs and businessmen, off-guard.  But let me tell you something. The PNP’s Police Security Unit continues to provide security to VIPs and businessmen who have connections inside the PNP. Why is this so? And I think it is no longer new  to the public that these police security escorts or security are getting monthly allowances from private businessmen,  who share a small portion of their money to their superiors at the PNP’s Police Security Unit.

    The PNP must also stop providing police security to businessmen. If I’m not mistaken, this practice is being done at the PNP headquarters. But the PNP Press Corps doesn’t write about it. Why? Because members of the PNP Press Corps are receiving the payola, especially from jueteng money.

    Marami nyan mga moonlighting police used as bodyguard of businessmen. The officers of these policemen are also involved because they are the one who allow this police to escort private businessmen.

    Why should the so called big businessman needed a police escort? Because they knew they need to protect something illegal.

    Hope the PNP will be discreet to their policies, not a type of onion skin policy again.

    People are sick and tired of warnings, all bark and nothing more. What’s direly needed in our country is really consistent, 24/7, across-the-board application of laws, rules and regulations. Ever wonder why warnings from the authorities are met with skepticism and we find ourselves still at square one with most problems? From experience, we all know warnings are mostly hot air and usually go the way of ningas-cogon.

    This is very puzzling. How come, our senators like Enrile, and Pangilinan are allowed to have their own companies?   Enrile owns an investment firm, and is also involved in logging business. Pangilinan owns a restaurant chain and is often seen mingling with customers in his restaurant in Boracay! 
    Let us put a stop to these double dipping government employees and politicians.

    Better yet, PNP should work on the halt of this illegal and deadly numbers game. Though that would be a very hard task because some of them seem to be involved in it. Plus, it is not a priority under the Aquino administration and he even lets his buddy Rico Puno who is allegedly a jueteng bagman off the hook.

    Ang daming restrictions naman.  In other countries, off duty cops engage in security-related jobs as long as it does not affect their performance.  It’s about time to give the cops the chance to earn extra income as security providers/contractors to interested clients.  But yes, of course, this scheme should be regulated. While other cops earn extra income as jeepney/taxi drivers, why not let off duty cops do what they are trained for.

    sa uulitin , kung ito ay patas, legal at marangal, walang problema kung may ibang pinag-kukunan ng pinagkaka-kitaan ang mga pulis lalong lalo na kung ito ay may kaugnayan sa  kanilang mga napag-sanayan sa pangunahin nilang tungkulin tulad halimbawa ng pagiging part time instructors sa kolehiyo o kaya security officers, inspectors, and consultants.

    The time has come now to institute genuine reforms in the graft -ridden PNP. President Noynoy should include in the cleansing process  NOT  only the policemen in the field  but also those policemen assigned in Camp Crame. .  that includes the  Firearms and Explosives  Division., Finance and Procurement . .Also, to really obtain results, I also suggest that  internal investigation or lifestyle  checks  be  conducted  regularly  on police officers . . .kasi bigla na lang mawawala  sa pwesto, yun pala  may illegal  activities na. .DITO  sa Atimonan massacre  na ito, nagkabukuhan  lang ng  mapatay  ang  3 pulis. . . nag mu- moonlighting na pala. DAPAT MANAGOT DIN ANG MGA SUPERIOR OFFICERS NG MGA PULIS NA ITO. . . clearly this is a case of poor or totally lacking supervision on the part of superior officers. . .GRABE NA ITO !! KELAN PA KAYA MAGBABAGO ANG MGA PULIS  NATIN ? Dami-dami ng naging PNP chiefs, lahat sila nagsabing ire-reform nila ang PNP, pero anu na nangyari? WALA DIN !!  Sinong  presidente kaya  ang talagang makaka reporma  sa PNP?

    Sir! hindi po escort lang ang tawag sa kanila, mga protector po sila ng illegal gambling… Matagal na pong magkaibigan si Siman at Consemino… Ang tanong po ay hindi ba alam sa itaas ang gawain ni Consemino?
    Kung ginagawa na bang legal ang jueteng e di sana lahat ng kita ay sa gobyerno ang bagsak at wala ng magpapatayan pa sa kita ng jueteng… Sa totoo lang hindi kayang patigilin ng gobyerno ang jueteng dahil gusto ito ng tao.
